February 20, Pozirk<\/em>. <\/strong>Belarus changed more than 50 laws in 2023 and 2024 to legalize political reprisals, said Kaciaryna Dejka\u0142a, of the Belarusian Helsinki Committee.<\/p>\n\n\n\n

These changes violate human rights directly or create conditions for the violation, Dejka\u0142a said, presenting a report on the 2024 legislation trends.<\/p>\n\n\n\n

For instance, the government expanded from three to 17 the list of charges on which Belarusians can be prosecuted even if a crime was committed outside the country.<\/p>\n\n\n\n

\u201cThis includes everything from denying genocide against the Belarusian people [in connection with World War II] and discrediting Belarus to organizing a terrorist group,\u201d the lawyer said. The charges that were added have been routinely used by the law enforcement agencies to persecute not only pro-democracy and human rights activists and journalists, but also active people, she said.<\/p>\n\n\n\n

She also noted another legal provision allowing employers, in consultation with trade unions, to increase the limit of overtime and weekend working hours for industrial workers. Most likely, the amendment was adopted for companies that manufacture goods for the Russian military industry, Dejka\u0142a suggested.<\/p>\n\n\n\n

The government also stepped up control and ideology in education in 2024, the lawyer noted. Starting next academic year, schools will teach national history as part of world history, using textbooks interpreting the 2020 unrest \u201cas an attempted coup.\u201d<\/p>\n\n\n\n

\u201c[This view] lays the groundwork for confrontation and discord between groups in Belarusian society. It is a tool of pressure on children and parents in the context of preventing any protest sentiment, stigmatizing protest behavior and intimidating protest participants and victims of persecution,\u201d Dejka\u0142a stressed.<\/p>\n\n\n\n

\u201cThe longer it [this course] lasts, the more it will create a stable basis for marginalizing one group of society as compared with another. And it will have very long-term consequences.\u201d<\/p>\n\n\n\n
