March 14, Pozirk<\/em>.<\/strong> Anatol Labied\u017aka, an aide to Belarusian opposition leader \u015aviat\u0142ana Cichano\u016dskaja on constitutional reform, has expressed hope that Belarus will eventually have a democratic constitution and a government that respects the rights and freedoms of its citizens.<\/p>\n\n\n\n

In an interview to Pozirk<\/em> on the eve of Belarus\u2019 Constitution Day, March 15, he said:<\/p>\n\n\n\n

“Belarus is among the 40 percent of countries with dictatorships and authoritarian regimes. For these regimes, the constitution is a small piece of paper, a roll of toilet paper. So in these countries, the standard of living and protection of citizens’ rights and freedoms is minimal.<\/p>\n\n\n\n

“Unfortunately, over 30 years, not only the government showed disdain towards the Constitution. Most citizens are indifferent to the fundamental law because the Constitution and the life of an ordinary Belarusian are parallel lines that don’t intersect. But it shouldn’t be like that.\u201d<\/p>\n\n\n\n

He pointed out that 20 percent of the countries are categorized as free, according a recent Freedom in the World survey.<\/p>\n\n\n\n

“And in these countries, the constitution is a direct-action law, meaning that the entire system is tailored to the constitution. It spells out such concepts as justice, fairness and the ‘rules of the game’ for citizens, society and government. . . . So it’s vital for their people to know what’s written down in the constitution. Every sentence, every comma is important and everyone understands it because it is their world and their life. And in these 20 percent of countries, citizens are successful, wealthy, happy and have prospects.<\/p>\n\n\n\n

“For us to move from the misery to at least the 40 percent of states ranked between freedom and dictatorship and in the long term to get into the 20 percent of free states, we need a constitution of New Belarus. Its draft, if it becomes a direct-action law, will ensure a sufficiently high standard of living and protection for people. There will be a clear separation of powers, and the government will be accountable to voters and taxpayers.<\/p>\n\n\n\n

“I am an optimist, and I understand that today the constitution of New Belarus is a dream, but tomorrow it can become an action plan, and the day after tomorrow a reality in which we would all like to live,” he concluded.<\/p>\n\n\n\n

The Constitution of the independent Belarus was adopted by the 12th Supreme Soviet on March 15, 1994.<\/p>\n\n\n\n

In November 1996, Alaksandar \u0141uka\u0161enka held a constitutional referendum to award himself sweeping powers.<\/p>\n\n\n\n
