March 16, Pozirk.<\/em><\/strong> According to the Council of Ministers’ directive of March 14, the Belarusian government approved a draft protocol on a unified export control procedure for negotiations with Russia.<\/p>\n\n\n\n

The government authorized the State Military-Industrial Committee to negotiate the protocol and make minor amendments to the draft.<\/p>\n\n\n\n

If adopted, it would establish a “mechanism for regular bilateral consultations on export control issues.”<\/p>\n\n\n\n

The State Military-Industrial Committee and the Russian Federal Service for Technical and Export Control would conduct the consultations on a rotating basis in their respective territories at least once every six months.<\/p>\n\n\n\n

The delegates would exchange information on national regulations on materials, equipment, technology, and services subject to export control, “ensuring the harmonization of relevant national systems and mechanisms.”<\/p>\n\n\n\n

They would also exchange information on licensing threats and ways to counter challenges posed by “unfriendly” countries.<\/p>\n\n\n\n

In 1999, aiming to boost mutual trade and protect security, Belarus and Russia signed an agreement to unify export control procedures. The agreement focused on regulating trade in materials and technologies related to weapons development, including unifying national legislation and implementing joint export control measures. The document provided for consultations on export control, though it lacked specific details on implementation.<\/p>\n\n\n\n
