April 10, Pozirk<\/em>. <\/strong>Maternity capital has been allocated for 145,274 large families as of April 1, the Ministry of Labor and Social Security reported.<\/p>\n\n\n\n

The program, launched in 2015 and extended until 2030, provides for lump sum payments to parents upon the birth or adoption of the third and subsequent children. This year, the government increased the one-time payment by 5.7 percent to 33,275 Belarusian rubels (about $10,600).<\/p>\n\n\n\n

The money is deposited in separate bank accounts until children turn 18, but families can access it earlier if they prove the need to use it urgently for housing, education or health care.<\/p>\n\n\n\n

By April 1, families submitted 94,115 applications for early withdrawal of funds, 12.5 percent more than recorded a year ago, with 83,685 stating improvement of housing conditions as the reason.<\/p>\n\n\n\n

The maternity capital program was designed to promote births, yet Belarus\u2019 population is steadily declining: it fell by 1.1 million to 9.1 million in early January from 10.1 million in 1995, according to Pozirk<\/em>\u2018s analysis of data from the National Statistics Committee (Bie\u0142stat). This period coincides with Alaksandar \u0141uka\u0161enka\u2019s 30-year rule.<\/p>\n\n\n\n

Births fell from 87,602 in 2019 to 65,000 in 2023. The Ministry of Health has kept birth and death data secret after the COVID-19 pandemic hit the country in 2020. The government released birth data for 2023, but withheld numbers for 2024, 2022 and 2021.<\/p>\n\n\n\n

The disputed 2020 presidential election and the crackdown that followed forced up to 500,000 Belarusians to leave their country by January 2024, independent researchers warned.<\/p>\n\n\n\n

Belarus\u2019 demographic crisis is expected to end by 2030, Valeryj Kavalko\u016d, deputy social security minister, said in October. People born in the early 2000s, when birth rates were rising, will start their own families soon and give birth to more children, Minsk Novosti<\/em> cited the official as saying.<\/p>\n\n\n\n
