July 2, Pozirk<\/em>.<\/strong> The quota for Russians to study at Belarusian universities for free has been reduced by 15 percent, Siarhiej Pi\u0161\u010do\u016d, head of the Ministry of Education’s Main Directorate for Professional Training, has told a news conference in Minsk.<\/p>\n\n\n\n

In 2025, 850 Russian applicants can have free university tuition in Belarus, he said, noting that Russians can also apply to study for a fee\u2014up to 20 percent of the admissions plan for every major.<\/p>\n\n\n\n

On June 30, after talks between Belarusian Prime Minister Alaksandar Tur\u010dyn and Russian Science Minister Valeriy Falkov, Education Minister Andrej Ivaniec said that Belarusian universities would allocate about 1,000 free-tuition places for Russian nationals who passed the Unified State Exam in 2025. The minister might have cited estimated data, which covered self-funded students as well.<\/p>\n\n\n\n

Belarus introduced free tuition fees for applicants from Russia, a thousand places, in 2024. Russians filled about 30 percent of that quota. According to March’s statistics, about 2,000 Russian nationals were studying at Belarusian universities.<\/p>\n\n\n\n

Russia also has a quota for Belarusians to take publicly-funded studies. In 2025, it was about 1,300 places (unchanged as compared with 2024 and 2023). It covered all levels of education: undergraduate and graduate degrees, internships and professional degrees.<\/p>\n\n\n\n

According to the Russian Ministry of Education, Belarusians admitted within the quota are entitled to monthly allowances and dormitory beds. Unlike Belarus, Russia does not assign mandatory jobs to its graduates.<\/p>\n\n\n\n

In 2023 alone, 2,166 Belarusians enrolled in Russian universities, 7 percent of all foreign students in Russia. Russia and Poland are the top destinations for Belarusian applicants. According to a report by the Political Sphere think tank, Western European education is very attractive to Belarusian applicants; more Belarusians enroll despite their country\u2019s strained relationship with its neighbors.<\/p>\n\n\n\n

If about 10,000 students from Belarus were studying in Europe in 2013. The number rose to more than 18,000 in 2023. The researchers noted that the 2020 political crisis in Belarus and the start of a full-scale war between Russia and Ukraine in 2022 as incentives for Belarusians to seek education in the West.<\/p>\n\n\n\n
