October 3, Pozirk<\/em>. <\/strong>Pavie\u0142 Sapie\u0142ka, a lawyer from the Viasna Human Rights Center, has said that democratic nations could improve their coordination on Belarus-related crimes by setting up a joint investigative group.<\/p>\n\n\n\n

This would enable prosecutors to share evidence, avoid duplication and initiate cross-border cases, Sapie\u0142ka said at the online presentation of a report on ways to hold Minsk accountable for violating human rights and international criminal law.<\/p>\n\n\n\n

This recommendation is one of several in the report prepared by the International Accountability Platform for Belarus (IAPB), Sapie\u0142ka added.<\/p>\n\n\n\n

The 120-page document contains<\/a> an overview of the existing mechanisms for responding to serious violations in the country.<\/p>\n\n\n\n

\u201cSeveral such investigations are underway against Belarus, which is very encouraging,\u201d Sapie\u0142ka said. \u201cHowever, so far, they mainly cover cases in which the victims were citizens of the investigating state, not Belarusians . . . Many countries still require a link between the prosecuting state and criminal prosecution, for example, the physical presence of a suspect on their territory. They also apply conditions such as the mutual recognition of an act as a crime.\u201d<\/p>\n\n\n\n

The report clearly states that the potential of universal jurisdiction has not been exhausted, the lawyer noted. \u201cStates have significant capabilities to expand these efforts and to address Belarusian cases,\u201d he said.<\/p>\n\n\n\n
