October 19, Pozirk.<\/em><\/strong> Alaksandar \u0141uka\u0161enka has provided Clean Energy Group Bel, owned by businessman Alaksandar Ma\u0161enski, with preferential treatment for services rendered to the Bie\u0142\u0161yna tire maker, according to a BelPol investigation released<\/a> today.<\/p>\n\n\n\n

The opposition group studied Ma\u0161enski\u2019s memo to \u0141uka\u0161enka, submitted in late 2018 or early 2019. According to the memo, Bie\u0142\u0161yna wanted to build a high-tech gas turbine plant to process gas into electricity, steam and heat with the help of Clean Energy Group Bel, but the project was frozen. It resumed after Ma\u0161enski\u2019s business became a majority owner in Clean Energy Group Bel with \u0141uka\u0161enka\u2019s personal approval.<\/p>\n\n\n\n

Clean Energy Group Bel agreed with Bie\u0142\u0161yna on energy prices, and investments in the gas turbine plant amounted to about $8 million. \u201cAs a result, construction was completed in a short time, and the energy complex is ready for operation from August 2018,\u201d the memo reads. However, in 2017, the government decided to support Bie\u0142\u0161yna with a 34.9-percent reduction in payments for electricity it received from a separate source. This made the whole project unprofitable for Clean Energy Group Bel, the businessman complained.<\/p>\n\n\n\n

After the complaint, \u201cmovements and meetings started at the very top\u2014how not to offend poor Ma\u0161enski,\u201d BelPol said. A proposal was made at the government level to provide Clean Energy Group Bel with a 33-percent discount on natural gas. Such preference was estimated to be equivalent to more than $2.1 million in 2018\u20132019. Finally, the discount on gas was granted at the dictator\u2019s discretion, BelPol stated.<\/p>\n\n\n\n

In 2024, Clean Energy Group Bel\u2019s profit reportedly amounted to around $1.9 million, while no income tax was charged for that year.<\/p>\n\n\n\n

BelPol also mentioned a government-approved scheme in which Bie\u0142\u0161yna allegedly compensates for the investor\u2019s expenses.<\/p>\n\n\n\n
