October 30, Pozirk<\/em>. <\/strong>The legalization of exiled Belarusians was high on the agenda at the Congress of Local and Regional Authorities held in Strasbourg, France, on October 29-30, according to Belarusian delegate Iryna Cha\u0142opica.<\/p>\n\n\n\n

The member of the opposition Coordination Council told reporters yesterday that the event helped raise awareness of the issue since \u201cnot all partners and not all delegates from regional and local parliaments knew about these problems.\u201d<\/p>\n\n\n\n

\u201cNow we have become a little closer to spreading this information so that parliamentarians can lobby solutions to legalization and other problems at the political level.\u201d<\/p>\n\n\n\n

Cha\u0142opica pointed out that speakers also highlighted the issue of transnational repression by the Belarusian government, right after the speech by Council of Europe Secretary General Alain Berset.<\/p>\n\n\n\n

\u201cThe second area of our cooperation with the Congress is designing the legal framework for local government reform. A few months ago, we contacted the secretary general of the Congress for the Congress to perform a legal assessment of draft legislation (a bill on self-government and Constitution articles on self-government), whether they comply with the European Charter of Local Self-Government,\u201d she added.<\/p>\n\n\n\n
