{"id":167596,"date":"2025-12-10T17:30:12","date_gmt":"2025-12-10T14:30:12","guid":{"rendered":"https:\/\/pozirk.online\/en\/news\/167596\/"},"modified":"2026-03-09T20:10:49","modified_gmt":"2026-03-09T20:10:49","slug":"oppositions-economic-chief-outlines-strategy-for-belarus","status":"publish","type":"articles","link":"https:\/\/pozirk.online\/en\/news\/167596\/","title":{"rendered":"Opposition\u2019s economic chief outlines strategy for Belarus"},"content":{"rendered":"\n<p><strong>December 10, <em>Pozirk.<\/em><\/strong> Belarus is 15 years behind developed European countries in economic digitalization, said Alisa Ry\u017ey\u010denka, the opposition cabinet\u2019s chief for economy and finance, while presenting an economic strategy for Belarus in Warsaw on December 9.<\/p>\n\n\n\n<p>The country needs an economy based on knowledge, innovation and technology, she said.<\/p>\n\n\n\n<p>The strategy calls for the return of talent from exile, measures to \u201cturn Belarus into a technological hub\u201d and a tripling of GDP per capita.<\/p>\n\n\n\n<p>\u201cIt\u2019s all simple \u2014 a closed cycle: if education produces skilled specialists \u2014 engineers, scientists, and programmers \u2014 they work in R&amp;D centers and laboratories to create innovations and technologies. These, in turn, become high-tech companies, startups and advanced manufacturing that drive GDP growth,\u201d she said.<\/p>\n\n\n\n<p>Taxes paid by high-tech companies should be used to finance education and R&amp;D. \u201cThis is a closed cycle that reinforces itself across all processes.\u201d<\/p>\n\n\n\n<p>Ry\u017ey\u010denka stressed the importance of creating jobs for highly skilled workers inside the country.<\/p>\n\n\n\n<p>She noted that the current government is not spending enough on education and R&amp;D. \u201cOnly 4.5 percent of GDP goes to education, whereas the normal level, according to UNESCO, is at least 6 percent\u2026 This means education is short of $1.5 billion every year.\u201d R&amp;D spending accounts for just 0.5 percent of GDP.<\/p>\n\n\n\n<p>She expressed concern that an estimated 15,000 teachers have left the education system in the last four years, while 40,000 young people have enrolled in universities abroad. Many of them will never return, she said.<\/p>\n\n\n\n<p>Ry\u017ey\u010denka, who holds a degree in economics from Belarusian State Economics University, was appointed to the post in August.
