December 28, Pozirk<\/em>.<\/strong> Belarus could boost its scientific and technological development by adopting Japan\u2019s proactive research and innovation model, history professor Michai\u0142 Strelec said in an article published by the Finansy. Uchet. Audit<\/em> periodical.<\/p>\n\n\n\n

\u201cComprehensive support for human, material and technical resources \u2014 the foundation of one of the world\u2019s strongest economies \u2014 ensures the sustainable reproduction of know-how in Japan,\u201d he wrote. \u201cTaking local realities into account, Belarus needs to pursue a similar approach. There is likely no alternative.\u201d<\/p>\n\n\n\n

Strelec identified stable funding and high levels of research and development spending among the most important features of the Japanese model.<\/p>\n\n\n\n

Japan ranks among the world\u2019s top five countries by spending on science, allocating 3.1 percent of its GDP to the sector in 2020, compared with 0.5 percent in Belarus, the article said, also noting promotion of regional \u201cknowledge clusters\u201d that link scientific research with industries.<\/p>\n\n\n\n

Support for human capital is \u201canother cornerstone of the state\u2019s approach, with measures to foster the emergence of talent being steadily strengthened,\u201d the researcher argued.<\/p>\n\n\n\n

Belarusian science needs rejuvenation, and Japan\u2019s system of incentives for researchers offers a model for the country, he said, calling for an increase in postgraduate scholarships and grants.<\/p>\n\n\n\n

International integration would also be beneficial, Strelec added, urging expanded cooperation with Japan, including joint research hubs, graduate student exchanges and the organization of bilateral forums.<\/p>\n\n\n\n
