April 3, Pozirk<\/em>. <\/strong>The Council of Ministers simplified the process for foreigners to obtain driver\u2019s licenses in Belarus under Directive No 155, signed on April 1 by Prime Minister Alaksandar Tur\u010dyn, the government\u2019s press office reports.<\/p>\n\n\n\n

The new regulations replace the requirement for a theory test with a practical driving test for foreigners who already hold a driver\u2019s license issued in another country.<\/p>\n\n\n\n

The simplified procedure will be available to foreigners permanently residing in Belarus, who understand \u201cconversational Russian but have difficulty grasping the specific terminology used in the road safety sector,\u201d the document says.<\/p>\n\n\n\n

Over the past five years, the number of foreigners residing in Belarus has more than tripled, Ivan Novika\u016d, head of the interior ministry\u2019s migration department, said last month. Nearly half of all migrant workers in Belarus are nationals of Turkmenistan (23,050 people), followed by Russia (4,677), Ukraine (4,389), Uzbekistan (3,618) and China (3,438), according to the interior ministry\u2019s data.<\/p>\n\n\n\n

Two years ago, Ta\u0107ciana Brancevi\u010d, a deputy economy minister, described a massive skilled labor outflow from Belarus as a strategic challenge.<\/p>\n\n\n\n

About 600,000 people have left Belarus since 2020, fearing political reprisals and for economic reasons, experts estimate.<\/p>\n\n\n\n
