June 17, Pozirk.<\/em> <\/strong>The European Parliament has adopted a report<\/a> calling for an end to \u201ctransnational repression\u201d by authoritarian states, accusing Belarus of persecuting exiled dissidents on an \u201calarming scale.\u201d<\/p>\n\n\n\n

In the report adopted on June 16 by 434 votes in favor, 128 against and 104 abstentions, the European Parliament warns of the \u201cserious and growing threat of transnational repression (TNR).\u201d MEPs define it as \u201cdeliberate acts or threats by states and authoritarian regimes, state-affiliated entities or their proxies to defend their interests across borders by threatening, silencing, coercing or harming individuals or groups living abroad, and their support networks and family members.\u201d<\/p>\n\n\n\n

MEPs note that transnational repression is mostly committed by authoritarian regimes, including Russia, China, Iran and Belarus.<\/p>\n\n\n\n

\u201cBelarus conducts TNR at an alarming scale, including on EU territory, notably through physical violence, the abuse of Interpol mechanisms, denial of travel documents, the use of spyware, coercive consular practices, forced returns, asset seizures and intimidation,\u201d the report says. Belarus allegedly uses Interpol\u2019s Red Notice system to target political opponents in exile, and targets the diaspora and dissidents, including those residing in the EU, through criminal cases, special in-absentia trials and coercion-by-proxy.<\/p>\n\n\n\n

MEPs urge the European Commission and EU member states to take \u201cdecisive and coordinated measures to stop all forms of TNR carried out on EU territory.\u201d<\/p>\n\n\n\n

In particular, the European Parliament calls for data collection to monitor and report on TNR in the EU and globally, as well as specialized training for law-enforcement and other relevant agencies and officials on identifying and responding to TNR. They also call for measures to facilitate the sharing of best practices between EU member states, including through the appointment of an EU coordinator for countering TNR.<\/p>\n\n\n\n

\u201cFor many people living in exile in Europe, distance doesn’t guarantee safety,\u201d rapporteur Hannah Neumann is quoted as saying. \u201cAuthoritarian regimes actively seek to silence critics beyond their own borders. Transnational repression has emerged as one of the most serious and overlooked threats to democracy, human rights, and EU member states\u2019 security. Our report is a first step in countering this.\u201d<\/p>\n\n\n\n
