June 25, Pozirk.<\/em> <\/strong>Ukrainian President Volodymyr Zelensky announcement that Belarus has essentially yielded to his ultimatum by disabling drone control relay systems indicates that Alaksandar \u0141uka\u0161enka continues resisting fully involving Belarus into Russia\u2019 war, the Institute of Study of War (ISW) says in a new report.<\/p>\n\n\n\n

The Washington-based think tank makes extensive references to an article published by The Wall Street Journal<\/em> on June 23, which says, citing Russian and European officials, that the Kremlin is putting pressure on \u0141uka\u0161enka to allow Russia to more actively leverage Belarus in its war effort against Ukraine.<\/p>\n\n\n\n

The Wall Street Journal<\/em> reported that the Kremlin is trying to sway Belarus into allowing Russian forces to launch drones against Ukraine from the Belarusian territory and extend the frontline westward to force Ukraine to redeploy troops from the frontline to the Belarusian-Ukrainian border.<\/p>\n\n\n\n

A former Russian intelligence officer briefed on the matter told WSJ<\/em> that the Kremlin is threatening to withdraw financial support from Belarus in case of noncompliance.<\/p>\n\n\n\n

According to the ISW, \u0141uka\u0161enka and other senior Belarusian officials \u201cnotably continue avoiding adopting the Kremlin\u2019s framing that portrays Ukraine as a threat to Belarus.\u201d The think tank says that \u0141uka\u0161enka maintains a \u201crelatively neutral rhetoric\u201d toward Ukraine.<\/p>\n\n\n\n

The report says that Minsk is trying to balance maintaining Russian support for Belarus while maintaining \u201cwhat remains of Belarus\u2019 degraded sovereignty.\u201d \u201cLukashenko [\u0141uka\u0161enka] has resisted allowing Russia to operationalize the Belarusian Armed Forces to support Russian operations in Ukraine or full-scale recruit Belarusians into the Russian military at scale since 2022,\u201d the report says.<\/p>\n\n\n\n

Despite a certain softening of \u0141uka\u0161enka\u2019s rhetoric in recent weeks, the Belarusian state media\u2019s tone regarding Ukraine and its leadership remains highly confrontational and aggressive.<\/p>\n\n\n\n
