(National Justice with International Participation: A Concept for Holding Perpetrators of Repression in Belarus Accountable).\u201d<\/p>\n\n\n\n<p>\u201cIn the event of a democratic transition, the most realistic and effective international component for Belarus could be the use of internationalized proceedings within national courts, involving international judges, prosecutors, and experts in particularly complex and high-profile cases,\u201d the document says.<\/p>\n\n\n\n<p>The authors of the paper acknowledge that, unlike the International Criminal Court, the ad hoc hybrid tribunal for Belarus would need to be created from scratch, which would require a \u201cgreat deal of effort\u201d and \u201cpolitical will.\u201d However, citing the Special Tribunal for the Crime of Aggression against Ukraine as a recent example, they express confidence that this objective is realistic.<\/p>\n\n\n\n<p>\u201cThe vast majority of the accused will still be tried in standard proceedings in national courts; however, it would be beneficial to conduct the trials of a few dozen high-ranking officials and leaders of various levels \u2014 the so-called high-profile cases, that is, particularly significant and resonant cases \u2014 within the framework of internationalized proceedings in Belarusian courts,\u201d the paper says.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>June 25, Pozirk.
