June 27, Pozirk<\/em>. <\/strong>A political group within the opposition Coordination Council has welcomed the Parliamentary Assembly of the Council of Europe (PACE)\u2019s resolution against \u201ctransnational repression,\u201d noting that it could help thousands of exiled Belarusians. <\/p>\n\n\n\n

Adopted on June 25, the resolution<\/a> lists Belarus among the \u201ctop ten perpetrators of physical transnational repression,\u201d along with China, Turkey, Russia, Tajikistan, Egypt, Turkmenistan, Cambodia, Uzbekistan, and Iran. The document defines transnational repression as a \u201cform of foreign interference by a state, its organs, proxies and\/or persons whose actions can be attributed to that state, employed to intimidate, silence, harass, coerce, abduct, harm or kill individuals beyond the State\u2019s borders.\u201d <\/p>\n\n\n\n

In a statement, European Choice notes that this document explicitly recognizes, \u201cfor the first time at such a level,\u201d how authoritarian regimes persecute citizens far beyond their borders. It details specific retaliatory tactics that thousands of exiled Belarusians currently face, including the annulment or denial of passports, denial of consular services, the abuse of Interpol mechanisms, financial discrimination and pressure on family members, the group says.\u00a0<\/p>\n\n\n\n

European Choice praises PACE for not only recognizing the problem but also proposing solutions. In particular, the group says, PACE has called on European nations to establish alternative document-issuance mechanisms for people deprived of their passports, ensure access to banking services, take risks of transnational repression into account while considering application for international protection and impose targeted sanctions on perpetrators.\u00a0<\/p>\n\n\n\n

European Choice notes the contribution of Belarusian pro-democracy forces to \u201ctailoring the document to the real needs of Belarusians.\u201d <\/p>\n\n\n\n

The group calls on EU countries should now review their national regulations and practices to reflect PACE\u2019s recommendations. <\/p>\n\n\n\n
