has&nbsp;empowered the Belarusian foreign ministry to hold talks with Russia on a draft protocol that would entitle citizens of both countries to temporary and permanent residence permits in the other country based solely on their citizenship.&nbsp;<\/p>\n\n\n\n<p>The protocol would amend a bilateral agreement&nbsp;on freedom of movement and residence&nbsp;within the Union State&nbsp;of Belarus and Russia concluded in 2006, according to&nbsp;Luka\u0161enka\u2019s press office.&nbsp;<\/p>\n\n\n\n<p>Additionally, the&nbsp;deadline for considering&nbsp;applications&nbsp;for permanent residence permits would&nbsp;be shortened from three months to two.<\/p>\n\n\n\n<p>The amendment&nbsp;would&nbsp;expand the list of valid travel documents for citizens&nbsp;of Belars&nbsp;entering or staying in Russia to include biometric passports and identification cards.<\/p>\n\n\n\n<p>Under the current version of the agreement, last amended in 2015,&nbsp;citizens of&nbsp;Belarus and Russia&nbsp;are&nbsp;exempt from the registration requirement at their place of residence for up to 90 days upon arrival in the other
