July 15, Pozirk.<\/em> <\/strong>Belarusian authorities have stepped up inspections, repairs and renovation of civil defense shelters since the start of 2026, the BelPol opposition group said.<\/p>\n\n\n\n

While the measures are explained by the need to maintain civil defense infrastructure in proper condition, the scale of the works in progress, their geographic scope and the involvement of state-owned companies suggest a systematic effort to restore shelters across the country, it noted.<\/p>\n\n\n\n

BelPol noted that during a June meeting of the emergency situations commission of the Mahilo\u016d Regional Executive Committee, officials announced that the region had 276 shelters, including 186 bomb shelters, 85 radiation shelters and five protective shelters. Of these, 204 facilities were deemed ready, while 72 were reportedly found in unsatisfactory condition.<\/p>\n\n\n\n

Inspections carried out between February and April indicate that Alaksandar \u0141uka\u0161enka’s regime is pushing for compliance with civil defense requirements, the group said.<\/p>\n\n\n\n

BelPol added that 43 civil defense facilities have been restored so far this year. At the same time, official statistics show a sharp increase in the number of shelters deemed unfit for use. Most likely, it is not linked to a neglect but rather to a more thorough inspection, during which numerous cases of non-compliance were identified, the group said.<\/p>\n\n\n\n

Renovations of shelters is not, in itself, direct evidence of preparations for an armed conflict, Bel Pol stressed, but noted \u201ca specific military and political context.\u201d The restoration of the shelter network should be viewed as \u201canother element of broader state policy aimed at increasing preparedness for potential crisis scenarios” as Moscow seeks to drag Belarus deeper in its war against Ukraine, it said.<\/p>\n\n\n\n

In February 2022, Russia started a full-scale war against Ukraine in which the Belarusian authorities supported the Kremlin, allowing Russian troops to attack Ukraine from Belarus on multiple occasions and supplying arms to Moscow.<\/p>\n\n\n\n
