August 11, Pozirk<\/em>. <\/strong>The Belarusian labor ministry is planning to tie the monthly child care allowance for children under three to the recipient\u2019s actual income, Minister Andej \u0141abovi\u010d has said following his meeting with Alaksandar \u0141uka\u0161enka earlier today. \u00a0<\/p>\n\n\n\n

\u0141uka\u0161enka is convinced of the \u201ceffectiveness of the planned measures,\u201d hoping that expanding financial incentives would boost birth rates, his press office said.<\/p>\n\n\n\n

Currently, the benefit amount does not depend on a person\u2019s income before taking parental leave. The minimum benefit will remain unchanged, while those with higher salaries will receive larger payments, the state-run media report. However, the proposed changes would also cap the benefit at the average salary in Belarus.<\/p>\n\n\n\n

Last year, the number of births in Belarus fell by almost half compared with 1994, to 54,257 from 101,144, according to Pozirk<\/em>\u2019s analysis of National Statistical Committee (Bie\u0142stat) data.<\/p>\n\n\n\n

Belarus\u2019 population fell by 11.3 percent or 1,154,323 people since January 1, 1995 to 9,056,080 on January 1, 2026 with the decline spanning the period of \u0141uka\u0161enka\u2019s rule in the country.<\/p>\n\n\n\n

Official data does not take into account the mass emigration of people from Belarus for political and economic reasons after the 2020 political crisis.<\/p>\n\n\n\n
