September 21, Pozirk<\/em>.<\/strong> EU member states\u2019 permanent representatives have agreed to extend Ukraine-related sanctions against a number of Belarusian and Russian individuals and entities by three years, rather than by the usual six\u2011month period, Czech Television reported on 21 September, citing diplomatic sources.<\/p>\n\n\n\n

The measures are based on Council Regulation No. 269\/2014, which targets \u201cactions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.\u201d<\/p>\n\n\n\n

According to Czech media, the extension was part of a compromise that involved removing two Russian billionaires, Mikhail Fridman and Alisher Usmanov, from the EU\u2019s sanctions list. Disagreements over their status reportedly delayed the negotiations, with Slovakia and France pushing for Usmanov\u2019s removal and Luxembourg seeking to delist Fridman.<\/p>\n\n\n\n

Ukraine\u2019s foreign minister Andriy Sybiha expressed disappointment with the decision. \u201cUsmanov and Fridman were listed because they are part of Russia’s aggressive regime waging a war of aggression against Ukraine,\u201d he wrote on X. \u201cWhat has changed? Nothing. Delisting is unacceptable and would send the wrong signal to Moscow at a time when pressure needs to increase.\u201d<\/p>\n\n\n\n

The restrictions apply to nine Belarusian legal entities, including defense industry company Pielenh, Minsk Wheeled Tractor Plant and microchip manufacturer Intehral as well as Alaksiej Ta\u0142aj Foundation and the Belarusian National Youth Union.<\/p>\n\n\n\n

Around 60 Belarusian citizens are also designated, including senior representatives of the defense ministry, the General Staff of the Armed Forces, the Security Council, managers of defense industry enterprises, and individuals accused of indoctrinating unlawfully transferred Ukrainian children.<\/p>\n\n\n\n

Broader EU restrictions on Belarus\u2019 defense industry in connection with the country\u2019s role in Russia\u2019s war against Ukraine are governed by Council Regulation 765\/2006 and Council Decision 2012\/642\/CFSP. They were extended by a year this past February.<\/p>\n\n\n\n
