October 5, Pozirk<\/em>.<\/strong> The Belarusian Investigative Center (BIC) says that it has identified millions of US dollars worth of Dubai real estate owned by Belarusian businessmen U\u0142adzimir La\u0161\u010duk and Andrej Karpovi\u010d or linked to associates of Alaksandar \u0141uka\u0161enka\u2019s close ally Viktar \u0160ejman.<\/p>\n\n\n\n

According to the report<\/a>, La\u0161\u010duk purchased a 48\u2011square\u2011meter apartment in the upscale Dubai Marina neighborhood in October 2022 for about $400,000. He holds a controlling stake in Polish\u2011registered company Steeltrade. His business partner Andrej Karpovi\u010d and his wife Natalla Karpovi\u010d allegedly bought two apartments and one other propert in Dubai in 2022 worth roughly $2 million in total.<\/p>\n\n\n\n

The BIC notes that in October 2025, Poland imposed national sanctions on La\u0161\u010duk, Karpovi\u010d and their companies, accusing them of indirectly supporting Russia\u2019s war machine. Polish tax authorities flagged premium steel made by Steeltrade and OMNI GRP as a material widely used by the defense industry.<\/p>\n\n\n\n

Another Dubai property identified by the BRC belongs to Ukrainian citizen Iryna Bobyr, who bought it for about $1 million. Bobyr owns Cyprus\u2011based Rostumel Holding Limited<\/em>, a company repeatedly mentioned in investigative reports on business networks around \u0160ejman, a former head of the Presidential Property Management department of Belarus\u2019 Presidential Administration. In 2024, Andrej Sviryda\u016d, a deputy head of the department under \u0160ejman, served as Rostumel\u2019s financial director.<\/p>\n\n\n\n

The investigators say Bobyr\u2019s business ties to Belarusian authorities date back at least to 2011, when her company became a co\u2011founder of Belferumgrupp. Six weeks later, Alaksandar \u0141uka\u0161enka granted the company an exclusive right to purchase metal scrap in Belarus.<\/p>\n\n\n\n

The BIC says that it identified the owners of the Dubai properties in question as a result of a leak from the emirate\u2019s closed property registry and later verified the data with the Dubai Land Department.<\/p>\n\n\n\n

Viktar \u0160ejman has been under Western sanctions for more than two decades. The official, often described as Alaksandar \u0141uka\u0161enka\u2019s \u201cright-hand man,\u201d is suspected of running a death squad that killed regime opponents in the late 1990s and early 2000s. Earlier this year, Ukrainian President Volodymyr Zelensky announced new sanctions against 11 Belarusian entities and 16 nationals, including \u0160ejman. Kyiv identified him as one of the organizers of \u201csanctions-evasion schemes.\u201d<\/p>\n\n\n\n
