October 8, Pozirk<\/em>.<\/strong> The Belarusian Ministry of Transport has announced the positive results of an audit of Belarus\u2019 civil aviation security system against acts of unlawful interference, conducted by the International Civil Aviation Organization (ICAO).<\/p>\n\n\n\n

ICAO experts reportedly visited Belarus from September 28 to October 7, with the official results expected by December 8. ICAO has neither confirmed the visit nor commented on the check.<\/p>\n\n\n\n

The audit assessed Belarusian legislation for compliance with ICAO standards and recommended practices, focusing on state control and oversight, compliance by government agencies and civil aviation entities, personnel training and aviation security, the ministry said.<\/p>\n\n\n\n

The results will \u201ccontribute to the expansion of international air service and strengthen Belarus\u2019 image as a reliable aviation partner,\u201d Belarusian officials noted in an apparent push for lifting international sanctions on Belarus\u2019 national airline.<\/p>\n\n\n\n

Bie\u0142avija (Belavia) was banned from the European Union after security forces forced a Ryanair plane to land in Minsk in May 2021 to arrest an opposition blogger and his girlfriend. The incident has not been properly investigated because Belarusian officials denied international experts access to key evidence and witnesses.<\/p>\n\n\n\n

The ICAO Council determined that the bomb threat against Ryanair Flight 4978 \u201cwas deliberately false and endangered its safety, and furthermore that the threat was communicated to the flight crew upon the instructions of senior government officials of Belarus.\u201d<\/p>\n\n\n\n

The sanctions against Bie\u0142avija were toughened following a full-scale invasion of Ukraine by Russia in February 2022. The United States imposed its own restrictions on the airline in August 2023.<\/p>\n\n\n\n

In November 2025, Washington lifted its sanctions after American diplomats had secured the release of more than 50 designated political prisoners during talks with Alaksandar \u0141uka\u0161enka.<\/p>\n\n\n\n

In February 2026, Vilnius formally complained to the ICAO about invasions of its airspace from Belarus by cigarette-smuggling weather balloons. A few months later, Lithuanian Transport Minister Juras Taminskas submitted to ICAO additional evidence of Belarus\u2019 \u201chybrid attacks\u201d on Lithuania\u2019s civil aviation.<\/p>\n\n\n\n
