October 23, Pozirk<\/em>.<\/strong> Alaksandar \u0141uka\u0161enka has criticized the performance of the Fanipa\u0142-based subsidiary of Swiss train manufacturer Stadler, which scaled back its operations in Belarus following the full-scale invasion of Ukraine by Russia in February 2022, including from Belarusian territory.<\/p>\n\n\n\n

Speaking at a government conference on Friday, \u0141uka\u0161enka said that he would not \u201cgo into detail\u201d about Stadler Minsk\u2019s \u201chistory\u201d or its owners\u2019 \u201cpromises, which have yet to be fulfilled,\u201d but pointed out the \u201clack of proper results,\u201d including the company\u2019s failure to develop a \u201cBelarusian train\u201d ready for mass production.<\/p>\n\n\n\n

Despite the improvement of some performance indicators, the company is far from operating at full capacity, \u0141uka\u0161enka said, ordering the State Control Committee to carry out an inquiry, including into the role of Belarusian Railways as the company\u2019s customer. \u201cAnd there should be less talk of sanctions, of difficulty buying something,\u201d he said. \u201cThose who need it buy it.\u201d<\/p>\n\n\n\n

According to \u0141uka\u0161enka, the Council of Ministers and the Minsk Regional Executive Committee \u201chave no vision\u201d for developing the company.<\/p>\n\n\n\n

In August 2025, Belarusian Railways executive Alaksandar Chara\u0161evi\u010d denied that Stadler Minsk was \u201cstanding idle\u201d because of sanctions and claimed that it was about to sign a contract on the supply of 65 trains for the operator\u2019s fleet. The company put out a statement denying this claim and insisting that it had minimized its activities in Belarus to fully comply with sanctions. The statement said that neither the delivery of trains to Belarus nor the production of trains in Belarus is currently possible.<\/p>\n\n\n\n

Stadler Minsk was founded in 2014 to build passenger trains under license from Switzerland\u2019s Stadler Rail AG. With an initial capacity of 120 railcars a year, the company\u2019s assembly plant in the city of Fanipa\u0142 near Minsk was expected to export its output to the post-Soviet region, Europe and Latin America.<\/p>\n\n\n\n

In May 2022, the company announced the transfer of some orders to other countries because of the European Union\u2019s sanctions.<\/p>\n\n\n\n

In August 2023, Stadler denied plans to close its plant in Belarus, insisting that it operated in strict compliance with all sanctions.<\/p>\n\n\n\n
