Such transactions can only be done by appearing in person in Belarus or by a power of attorney issued there.<\/p>\n\n\n\n<p>The edict also restricts the delegations&#8217; ability to issue duplicates of education certificates and some other documents, as well as to register vehicles. They can still certify wills, consents and refusals, and the fact that a citizen is alive or in a certain location.<\/p>\n\n\n\n<p>Earlier today, there were reports that Belarusian embassies and consulates will no longer be able to issue or renew passports of Belarusian nationals abroad in line with that edict.<\/p>\n\n\n\n<p>&#8220;Expelling us from the country and stripping us of all possible civil rights does not sound like a state that cares about its citizens,&#8221; exiled Belarusian opposition politician Pavie\u0142 \u0141atu\u0161ka commented.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>September 5,\u00a0Pozirk.\u00a0Alaksandar \u0141uka\u0161enka has signed an edict that reduces the power of diplomatic missions to perform notarial actions for Belarusian nationals.
