{"id":4504,"date":"2023-09-08T15:02:00","date_gmt":"2023-09-08T12:02:00","guid":{"rendered":"https:\/\/api.pozirk.online\/?post_type=articles&#038;p=4504"},"modified":"2026-03-10T12:05:06","modified_gmt":"2026-03-10T12:05:06","slug":"rights-group-slams-consular-services-ban-as-expansion-of-reprisals","status":"publish","type":"articles","link":"https:\/\/pozirk.online\/en\/news\/4504\/","title":{"rendered":"Rights group slams consular services ban as expansion of reprisals"},"content":{"rendered":"\n<p><strong>September 8,\u00a0<em>Pozirk<\/em>.<\/strong>\u00a0Belarusian authorities are &#8220;trying to expand their repression outside the country\u2019s borders,&#8221; says the statement by Human Rights Watch (HRW).<\/p>\n\n\n\n<p>Alaksandar \u0141uka\u0161enka&#8217;s recent edict banning Belarusian embassies and consulates from issuing passports could leave thousands of exiled Belarusians without passports abroad or at risk of politically motivated prosecution if they return to Belarus, it noted.<\/p>\n\n\n\n<p>&#8220;This latest draconian move by the Belarusian government is an apparent retaliation against its critics in exile,&#8221; said Anastasiia Kruope, assistant researcher at HRW. &#8220;Those forced to return to the country to obtain essential documents will be at risk of arrest and political prosecution.&#8221;<\/p>\n\n\n\n<p>The lack of identity documents will undermine the ability of exiled Belarusians and their families to live, travel, work legally and access medical care, education, and other basic services, the statement noted.<\/p>\n\n\n\n<p>The International Covenant on Civil and Political Rights (ICCPR), ratified by Belarus, protects the right of every person to leave any country, including his or her own one, human rights defenders stressed.<\/p>\n\n\n\n<p>Countries where exiled Belarusians are currently living should ensure that they are able to exercise basic human rights, HRW noted. &#8220;If necessary they should provide effective alternatives to documentation, allowing them to work, travel, and access services, such as the foreigner passports,&#8221; it said.<\/p>\n\n\n\n<p>\u0141uka\u0161enka&#8217;s Edict No 278 banning Belarusian embassies and consulates from issuing passports and providing notary services to Belarusians took effect on September 7.<\/p>\n\n\n\n<p>The edict also prohibits diplomatic missions from issuing or certifying documents for the sale or transfer of property by Belarusians abroad.
