Voters would elect 200-250 members in multimember districts under the proportional system.<\/p>\n\n\n\n<p>During the transition period, which the pro-democracy forces estimate to last no more than six years, democratically elected authorities would initiate Belarus&#8217; exit from the Union State with Russia and the withdrawal of Russian troops from its territory. Relations with Latvia, Lithuania, Poland, Russia, Ukraine, the European Union, the USA, the UK, Canada, China, and &#8220;other key states&#8221; would be a priority.<\/p>\n\n\n\n<p>Joining the Convention for the Protection of Human Rights and Fundamental Freedoms and its protocols and becoming a Council of Europe member would be of strategic importance. The democratic government would also initiate the signing of a partnership and cooperation agreement with the EU, followed by an association agreement.<\/p>\n\n\n\n<p>As part of the law-enforcement reform, GUBOPiK, OMON, and the Committee for State Security &#8211; the police units and agency most involved in political reprisals &#8211; are to be disbanded, and all political prisoners are to be released and exonerated. <\/p>\n\n\n\n<p>The Constitutional Court is to be dissolved and reshaped in line with the new Constitution.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>December 13, Pozirk.
