The National Legal Internet Portal published the document today.<\/p>\n\n\n\n<p>The Belarusian ruler set budget revenues at 39.9 billion rubels (some $12 billion at the current exchange rate) and expenditures at 44.7 billion.<\/p>\n\n\n\n<p>The deficit of 4.8 billion has become the largest since a socio-political crisis broke out in the country.<\/p>\n\n\n\n<p>While the budget for 2019 had a surplus of 1.7 billion rubels, all subsequent years saw budget shortfalls.<\/p>\n\n\n\n<p>Finance Minister Juryj Sieliviorsta\u016d in November attributed part of the budget deficit for 2024 to &#8220;linked funding&#8221; for various projects.<\/p>\n\n\n\n<p>Minsk plans to spend 4.7 billion rubels on security services (up 14.7 percent from 2023) in 2024, including 1.8 billion on internal affairs bodies; 483 million on emergency management; 473 million on border guards; 394 million on the penal system; 393 million on national security; 239 million on customs; and 162 million on prosecutors.<\/p>\n\n\n\n<p>It also allocated 3.6 billion rubels for national defense, an increase of 29 percent.
