January 4, Pozirk.<\/em><\/strong> The updated “Concept of State Personnel Policy” has been approved by Edict No 1, Alaksandar \u0141uka\u0161enka’s press office reported today.<\/p>\n\n\n\n

The concept “takes into account HR practices, global trends in labor relations, and modern risks and threats to the country’s personnel security.”<\/p>\n\n\n\n

It establishes “unified approaches to the formation and implementation of the state personnel policy,” defining its goals, objectives, and principles. It defines personnel security as “the condition where the state, economic sectors, spheres of activity, regions, and organizations are protected from internal and external risks, challenges and threats relating to personnel and their potential.”<\/p>\n\n\n\n

The document sets out the priorities of the personnel policy, such as “countering threats to personnel security, improving mechanisms for forecasting personnel needs, stimulating personnel to improve labor productivity and skills, and sorting out labor migration.”<\/p>\n\n\n\n

“At the macroeconomic level, our priorities are to ensure the training of popular specialists, to use personnel effectively, and to create the conditions for full employment. At the regional level \u2013 to create a favorable environment and conditions for the retention of personnel,” the statement reads.<\/p>\n\n\n\n

The concept prescribes that managers at all levels should carry out systemic work and provides for “a significant increase in their personal responsibility for proper staffing and improving the young personnel policy.” That includes helping young people to choose their future careers wisely, creating incentives to retain them at work, and their “spiritual, moral and patriotic education.”<\/p>\n\n\n\n

The success of the personnel policy will be evaluated through the prism of the country’s overall socio-economic development. The government will take into account “the situation in the labor market, the imbalance in the personnel supply and demand, managers’ systemic HR work, employees’ civil position, and other indicators”.<\/p>\n\n\n\n

“The concept will allow us to make the formation of Belarus’ human resources potential more systematic and coordinated.
