January 25, Pozirk.<\/em><\/strong> The Parliamentary Assembly of the Council of Europe has called on Alaksandar \u0141uka\u0161enka’s government to stop reprisals and release all political prisoners.<\/p>\n\n\n\n

The PACE stands in solidarity with all those who have suffered from the government’s wrongdoings and reaffirms its commitment to supporting and protecting the rights, freedoms, and safety of all Belarusians, it said in a resolution.<\/p>\n\n\n\n

The situation with human rights, democracy, and the rule of law has been steadily deteriorating since the 2020 election, it said. The negative trend has intensified due to the government’s support of Russia’s war against Ukraine, an alleged violation of international law. “The regime’s decision to be an accomplice of the Kremlin in this aggression stands in stark contrast with the engagement of many Belarusians in support of Ukraine,” the resolution reads.<\/p>\n\n\n\n

PACE emphasized that reprisals in Belarus led to an unprecedented number of politically motivated arrests and widespread intimidation of opposition figures, journalists, and activists. There are reports of torture and ill-treatment of political prisoners.<\/p>\n\n\n\n

“The repression by the \u0141uka\u0161enka regime against the Belarusian people is so serious, widespread and systematic that it may amount to crimes against humanity and warrants full accountability under domestic and international law,” the resolution reads. “In this respect, the Assembly deplores the steps taken by the regime to secure its impunity, such as the introduction of the Constitutional amendments of 2022 which give the President lifelong immunity from prosecution, and the denunciation of the Optional Protocol to the International Covenant on Civil and Political Rights, which deprives individuals in Belarus of the right to lodge complaints before the United Nations Human Rights Committee.”<\/p>\n\n\n\n

The delegates also noted that the \u0141uka\u0161enka government threatened international peace and security.<\/p>\n\n\n\n

The government’s rejection of neutrality, approval of a foreign nuclear deployment in its territory, and destruction of the Belarusian culture “confirm, on the one hand, the existence of a security threat to other countries and, on the other hand, the fears expressed by many Belarusians that their country’s independence and sovereignty are at risk.”<\/p>\n\n\n\n

PACE believes that to comply with its international commitments, align itself with the values of the Council of Europe, and preserve its independence, Belarus should:<\/p>\n\n\n\n

– immediately and unconditionally halt its support for the Russian aggression against Ukraine;<\/p>\n\n\n\n

– refrain from threatening neighboring countries by any means whatsoever, including through the weaponization of migration;<\/p>\n\n\n\n

– accept responsibility for the interception and forced landing of a Ryanair aircraft;<\/p>\n\n\n\n

– cease all repressive measures, ensure the immediate release of all political prisoners, and provide for their rehabilitation;<\/p>\n\n\n\n

– declare an amnesty for all those arrested on political grounds;<\/p>\n\n\n\n

– ensure the organization of free and fair elections and enable a peaceful transfer of power;<\/p>\n\n\n\n

– ensure the separation of powers, the existence of a system of checks and balances, and the complete independence of the judiciary;<\/p>\n\n\n\n

– take steps to protect the Belarusian identity, culture, and language and to recognize and respect the rights of persons belonging to national minorities;<\/p>\n\n\n\n

– establish without delay a moratorium on the death penalty.<\/p>\n\n\n\n

The resolution also calls on CoE members to strengthen support for Belarusian democratic forces, establish and support programs to help victims of violence, and increase pressure on \u0141uka\u0161enka’s government, including through an effective sanctions system.<\/p>\n","protected":false},"excerpt":{"rendered":"
