February 10, Pozirk<\/em>. <\/strong>The government\u2019s Directive No 88 dated February 6 authorizes the Operational and Analytical Center (OAC), Belarus\u2019 agency in charge of information security, to disconnect telecommunication services.<\/p>\n\n\n\n

The directive also specified procedures for “priority use, suspension or restricting the use of telecommunication networks and facilities in case of emergencies, imposition of emergency or martial law.”<\/p>\n\n\n\n

The government expanded the OAC privileges, listing it as one of the priority users of telecommunication networks in case of emergencies along with the ministries of defense, internal affairs, and emergency situations as well as state agencies in charge of security, borders, and customs.<\/p>\n\n\n\n

Set up in 2008, the OAC is in charge of Belarus’ information security and focuses on protecting classified information and state secrets from leaks. The OAC was involved in blocking the Internet and access to independent media outlets during the 2020 postelection protests. It has technical capabilities to monitor online activities and wiretap phone calls.<\/p>\n","protected":false},"excerpt":{"rendered":"
