April 18, Pozirk.<\/em><\/strong> The Parliamentary Assembly of the Council of Europe yesterday condemned the severe persecution and repression of dissent in Belarus and Russia amid the “illegal, brutal, full-scale war of aggression against Ukraine.”<\/p>\n\n\n\n

In a resolution<\/a> based on a report by Th\u00f3rhildur Sunna \u00c6varsd\u00f3ttir, an Icelandic representative, PACE highlighted “a significant rise in the number of political prisoners” and the suppression of fundamental freedoms in Russia and Belarus.<\/p>\n\n\n\n

The resolution noted the arbitrary detention of Russian opposition politician Vladimir Kara-Murza (who was sentenced to 25 years in prison on April 17, 2023) and “the systematic persecution of anti-war protesters in the Russian Federation and Belarus.”<\/p>\n\n\n\n

It did not specifically name any Belarusian activists. PACE only noted that “there has similarly been a widespread repression of anti-war protesters in Belarus.”<\/p>\n\n\n\n

“Credible reports suggest that, against a backdrop of generalised political repression in the country, more than 1,600 people have been detained for their anti-war stance. Most of these detentions occurred in the immediate aftermath of the full-scale invasion, when anti-war protests were brutally dispersed,” the document said.<\/p>\n\n\n\n

Subsequently, it added, “even the smallest expressions of sentiments against the war have been met with prosecution, often through the application of legislation on ‘extremism,’ the terms of which violate international human rights standards.”<\/p>\n\n\n\n

Many Belarusians spread information about the infrastructure and military equipment and damaged railways to prevent the deployment of hardware and personnel. In this way, they expressed their anti-war stance, the PACE noted. “These actions have been met with a manifestly disproportionate reaction, through prosecutions under terrorism charges,” it said.<\/p>\n\n\n\n

“The Assembly is shocked by the numerous credible reports of torture being inflicted upon individuals with an anti-war stance in Belarus, alongside other repressive measures,” the resolution said.<\/p>\n\n\n\n

PACE highlighted the denials of access to healthcare for prisoners and incommunicado detentions, “an incredibly cruel and inhumane practice.”<\/p>\n\n\n\n

It is stressed that the Assembly “draws a distinction between on the one hand the Governments of the Russian Federation and Belarus and on the other, the people of these two countries.”<\/p>\n\n\n\n

PACE called on Moscow and Minsk to stop threatening, intimidating and prosecuting people for their anti-war stance and to immediately release those detained.<\/p>\n\n\n\n

The resolution also calls for a visit to these countries by the UN high commissioner for human rights, the International Committee of the Red Cross and the special rapporteurs on human rights to visit prisons and meet with protesters “subject to political persecution, prioritising those with serious health conditions.”<\/p>\n\n\n\n

The Assembly called on other countries to support individuals fleeing reprisals, including by facilitating their legal entry, providing them with socio-economic assistance and rejecting politically-motivated extradition requests.<\/p>\n\n\n\n
