May 15, Pozirk<\/em>.<\/strong> The Belarusian Council of Ministers has posted a draft regulation concerning taxes and accounting for hundreds of thousands small businesses for public discussion on May 15 at the National Legal Internet Portal.<\/p>\n\n\n\n

The discussion of the draft directive “On Entrepreneurial Activity” will continue for ten days until May 25.<\/p>\n\n\n\n

A law, signed by Alaksandar \u0141uka\u0161enka in late April, is expected to make more than 100,000 small businesses ineligible for tax breaks and simplified accounting.<\/p>\n\n\n\n

Under the law, the government is expected to publish a new list of business activities eligible for concessions before July 1.<\/p>\n\n\n\n

According to the draft, wholesale traders and health service providers, including dentists, would not be allowed to operate as individual entrepreneurs and will be ineligible for tax incentives and simplified accounting.<\/p>\n\n\n\n

Dealers in “other vehicles” will be eligible, but not the sellers of passenger vehicles and motorcycles.<\/p>\n\n\n\n

The document proposes 81 business activities for self-employed, a business type eligible for tax breaks and simplified accounting. The activities would include tutoring, website development, hairdressing, cosmetic services, manicure and pedicure services, the sale of self-grown flowers, animals and bakery products.<\/p>\n\n\n\n

Artisans, another business type eligible, include blacksmiths, yarn makers, pottery painters, and craftsmen making and repairing a wide range of items, from stove tiles to ethnic musical instruments.<\/p>\n\n\n\n

The number of individual entrepreneurs is expected to plunge to approximately 140,000 after the legislation is finalized, the Belarusian economy ministry estimated earlier this year.<\/p>\n\n\n\n

At the beginning of the year there were 252,000 individual entrepreneurs in the country.<\/p>\n\n\n\n

Some businesses that are no longer eligible for tax breaks as individual entrepreneurs may reregister as artisans and self-employed, others may have to adopt a more complex and costly tax system as companies.<\/p>\n\n\n\n
