Attempt to rally Global South<\/strong><\/p>\n\n\n\n

Minsk has declared BRICS membership a high priority as Belarus redirects its focus from the West to Asia, Africa, and Latin America. \u0141uka\u0161enka is eager to rally the Global South against the \u201ccollective West\u201d to establish a multipolar order.<\/p>\n\n\n\n

He claims that Western institutions are in decline; therefore, Belarus must seek allies elsewhere.<\/p>\n\n\n\n

Minsk emphasizes the significance of the Shanghai Cooperation Organization (SCO) and BRICS, which are viewed as foundations for a new global order.<\/p>\n\n\n\n

BRICS was originally formed by Brazil, China, India, Russia, and South Africa. Egypt, Ethiopia, Iran, Saudi Arabia, and the UAE joined on January 1. More than 30 other countries, including Belarus, are waiting for admission.<\/p>\n\n\n\n

Officials from 36 states participated in an expanded outreach format at the summit in Kazan on October 24.<\/p>\n\n\n\n

In his speech, \u0141uka\u0161enka described BRICS as a community of the future, with the potential to challenge the dominance of the collective West and provide a platform for a progressive majority to gain leverage.<\/p>\n\n\n\n

Following the summit, 13 countries were designated as BRICS partners: Algeria, Belarus, Bolivia, Cuba, Indonesia, Kazakhstan, Malaysia, Nigeria, Thailand, Turkey, Uganda, Uzbekistan, and Vietnam.<\/p>\n\n\n\n

\u0141uka\u0161enka unhappy with slow expansion<\/strong><\/p>\n\n\n\n

The Belarusian strongman criticized the partner status as a \u201cwaiting room.\u201d In an interview with Russia\u2019s Izvestiya<\/em>, he noted the differences among BRICS member states without specifying any particular country.<\/p>\n\n\n\n

He also expressed concern that if BRICS fails to live up to expectations, the collective West will gain the upper hand.<\/p>\n\n\n\n

\u201cWhy aren\u2019t other states admitted to BRICS?\u201d he questioned. \u201cYou have gathered, shown something to each other, delivered some speeches and departed. What is the result? . . . There is a danger that if we fail to put our plans into practice and do not meet other countries\u2019 expectations, the collective West will take the upper hand and simply laugh at us. Then it will be difficult to expand the global organization or establish a global order.\u201d<\/p>\n\n\n\n

Thus, \u0141uka\u0161enka unwittingly challenged the Belarusian propaganda claim that BRICS represents a \u201cprogressive majority\u201d and serves as an alternative to the West. The question arises: why seek membership in a group that cannot function effectively?<\/p>\n\n\n\n

BRICS is not primarily a military, political or economic alliance. It is not even a fully-fledged international organization like the SCO.<\/p>\n\n\n\n

It lacks a charter, headquarters, or coordinating bodies. Its decision-making process is informal and often results in vague declarations.<\/p>\n\n\n\n

This forum facilitates annual meetings of leaders with diverse interests, challenges and cultural backgrounds, some of whom may never find common ground.<\/p>\n\n\n\n

As it expands, BRICS risks becoming a large but ineffective association, similar to the Non-Aligned Movement.<\/p>\n\n\n\n

BRICS attempt to break dollar dominance<\/strong><\/p>\n\n\n\n

BRICS members are exploring the possibility of transitioning from the dollar to another currency, such as the yuan, an idea heavily promoted by the Russian and Belarusian media.<\/p>\n\n\n\n

However, discussions on this topic at the summit fell short of \u0141uka\u0161enka\u2019s expectations due to a lack of interest from some countries. \u201cIsn\u2019t the freezing of Russian gold and foreign exchange reserves by Americans a signal to anyone?\u201d he questioned.<\/p>\n\n\n\n

The yuan is not a fully convertible currency, and India, a competitor to China, is unlikely to relinquish its position of influence.<\/p>\n\n\n\n

No matter how much Belarus and Russia may desire it, the assumption that BRICS will become an anti-Western organization is misguided. While Russia and Iran confront the West, other members do not seek conflict with the United States or the EU.<\/p>\n\n\n\n

Statements uncoordinated with Moscow<\/strong><\/p>\n\n\n\n

In Kazan, \u0141uka\u0161enka held six meetings with foreign leaders and gave five interviews, making several significant statements.<\/p>\n\n\n\n

Contradicting his earlier assertion that only the West and Kyiv were to blame, he said that Russia\u2019s war against Ukraine was \u201cboth sides\u2019 fault.\u201d<\/p>\n\n\n\n

Furthermore, \u0141uka\u0161enka claimed that Belarus did not grant Russia permission to use its territory for the 2022 attack on Ukraine, making it clear that Moscow had not sought permission.<\/p>\n\n\n\n

He dismissed reports about North Korean troops being deployed to assist the Russian army as rumors, despite Putin not denying them.<\/p>\n\n\n\n

\u0141uka\u0161enka also asserted that an attempt by Russia to annex Belarus would lead to war, even though Russian officials had not raised the issue for quite some time.<\/p>\n\n\n\n

By making these statements, he likely aimed to position himself as a defender of Belarus\u2019 sovereignty ahead of the 2025 presidential election.<\/p>\n\n\n\n
