In late November, he said that Belarus will back Russia in any confrontation with Ukraine.\n<\/p>\n<h2> <span>Policy shift<\/span> <\/h2>\n<p>\n\t \u201cIf they set off another war in Donbas or at the border with Russia, Belarus will not stay on the sidelines. It is clear, what side Belarus will take. They understand it, so they started to beef up their northern, Belarusian-Ukrainian border. Although there are no facts or any reasons for it today,\u201d the Belarusian leaders said on November 29.\n<\/p>\n<p>\n\t Most likely he meant to say that Kyiv had no reason to beef up security at the Ukrainian-Belarusian border.\n<\/p>\n<p>\n\t One day later, he told Dmitry Kisilev of Rossiya Segodnya that he recognizes Crimea as Russia\u2019s territory de facto and de jure, and planned to visit Sevastopol.\n<\/p>\n<p>\n\t The remarks marked a shift in Belarus\u2019 foreign policy toward Russia.\n<\/p>\n<p>\n\t Six countries \u2013 Afghanistan, Cuba, North Korea, Sudan, Syria and Venezuela \u2013 have formally recognized Crimea as Russia\u2019s territory. Recognition would make Minsk Russia\u2019s puppet similar to Abkhazia and South Ossetia.\n<\/p>\n<h2> <span>Major concession to Moscow<\/span> <\/h2>\n<p>\n\t Luka\u0161enka made the statement on Crimea hoping that Vladimir Putin will approve his power transition plan, which he has not yet made public. The Russian president seems to have some doubts about the plan and the forthcoming constitutional referendum. The recognition of Crimea is the price Luka\u0161enka is ready to pay for Putin\u2019s backing. He would not risk conducting the plebiscite without Putin\u2019s support.\n<\/p>\n<p>\n\t Dmytro Kuleba, Ukraine\u2019s foreign minister, denounced Luka\u0161enka\u2019s statement, but Kyiv is unlikely to take any action before the Belarusian ruler travels to Crimea.\n<\/p>\n<p>\n\t Even if he goes to Crimea, Kyiv is unlikely to break off trade ties with Belarus and align itself with Western sanctions. Ukraine relies heavily on Belarus for petroleum supplies.\n<\/p>\n<h2> <span>Luka\u0161enka not concerned about public response<\/span> <\/h2>\n<p>\n\t Both hostility with Ukraine and Luka\u0161enka\u2019s threat to ask Russia to deploy nuclear weapons to Belarus are likely to meet with public disapproval. Few Belarusians would support the country\u2019s involvement in the conflict in eastern Ukraine or any armed confrontation.\n<\/p>\n<p>\n\t Luka\u0161enka is not concerned about the public opinion. Moreover, he seems to enjoy being outrageous and imposing his arbitrary decisions on the public.
