At a Security Council meeting in Minsk, he admitted that the Syrian government had asked Minsk to send doctors to Syria.\n<\/p>\n<p>\n\t Luka\u0161enka added that Belarus might dispatch military doctors to Syria. He said he had discussed the matter with the Russian government.\n<\/p>\n<h2> <span>Moscow\u2019s official statement<\/span> <\/h2>\n<p>\n\t Luka\u0161enka\u2019s remarks came days after Russian authorities published a draft agreement with the Belarusian government on the deployment of a humanitarian military contingent to Syria.\n<\/p>\n<p>\n\t The Belarusian leader must have been surprised that the Russians disclosed details of the draft accord. Addressing the Belarusian public in March 2019, he said that he would never discuss a Syria deployment \u201cbehind your back.\u201d Recent Russian media reports suggest that he has held secret talks with Damask and Moscow to send up to 200 humanitarian personnel to an area outside \u201cthe battle zone.\u201d The contingent would be accountable to the local Russian military command but remain under the Belarusian command. The Russians would provide it with food, accommodation, weapons, equipment and ammunition, according to the draft accord.\n<\/p>\n<h2> <span>B<\/span><span>ackstab<\/span> <\/h2>\n<p>\n\t Russia\u2019s decision to make the draft public came as a surprise to Luka\u0161enka and has cast him in an unfavorable light in the run up to Belarus\u2019 constitutional referendum scheduled for February 27, said Aliaksandr Aliesin, a Minsk-based defense analyst. \u201cHe has not expected such a stab in the back and now denies it,\u201d he added.\n<\/p>\n<p>\n\t Moscow may find it convenient to \u201cshare responsibility for its actions in Syria with Belarus,\u201d Aliesin told BPN. He noted that the draft might have been published on the initiative of Luka\u0161enka\u2019s foes in Russia or members of that country\u2019s military elite seeking to draw Belarus in Russia\u2019s military gambles.\n<\/p>\n<p>\n\t Luka\u0161enka may now put the talks on hold and try to investigate what happened, Aliesin said.\n<\/p>\n<p>\n\t The presence of a Belarusian military contingent in Syria may add \u201cpolitical weight and legitimacy\u201d to Russia\u2019s military operations in that country, said Jahor Liebiadok, a Belarusian defense analyst. Russia may try to sell its Syria operations as a humanitarian and peacekeeping mission, he added.\n<\/p>\n<h2> <span>Minsk\u2019s follows Moscow\u2019s commands<\/span> <\/h2>\n<p>\n\t Luka\u0161enka has become much more dependent on Moscow after his August 2020 disputed victory in a presidential election. Although he has fully supported Russia\u2019s military campaigns, he does not want to look as a leader unable to make independent decisions.\n<\/p>\n<p>\n\t He insisted recently that it was he who had suggested that Russia and Belarus hold joint exercises and establish joint training centers in Belarus. Some observers suspect that was just reluctant to admit that both decisions had been forced on him by Moscow.\n<\/p>\n<p>\n\t Luka\u0161enka was angry that the Russians had leaked information that cast him as Russia\u2019s vassal. It was the first time in the last 18 months that he publicly raised his objections to Moscow.\n<\/p>\n<p>\n\t The Kremlin is unlikely to argue with him.
