\n Moscow is ready to support Belarus\u2019 economy challenged by Western sanctions, but officials have not announced any specific arrangements yet. Russian aid may not be enough to keep the economy afloat, economists said.<\/b>\n<\/p>\n

\n\t The Belarusian leader said on March 15 that Russia will supply Belarus with energy at \u201capproximately the same prices as in the Russian Federation.\u201d\n<\/p>\n

Halou\u010danka: Russia to restructure loans, new oil price formula<\/span> <\/h2>\n

\n\t Raman Halo\u016d\u010danka, Belarus\u2019 prime minister, met with his Russian counterpart, Mikhail Mishustin, in Moscow on March 14 to ask Russia for urgent aid to support Belarus\u2019 souring economy.\n<\/p>\n

\n\t The Belarusian prime minister said after the talks that Moscow had given Belarus \u201csupermaximum favorable\u201d status, but would not elaborate. He said that it will remove legal obstacles to imports of Belarusian goods and offer Belarusian companies funding under import substitution programs.\n<\/p>\n

\n\t Halo\u016d\u010danka added that Moscow would set a new oil price to ensure that Belarusian refineries operate with profits. Russia promised to renegotiate the terms of old loan agreements, he said and added that Minsk and Moscow planned to stop using U.S. dollars in settlements for energy.\n<\/p>\n

Restrictions on fuel exports<\/span> <\/h2>\n

\n\t Halo\u016d\u010danka\u2019s statements prove that the Belarusian refineries are unprofitable because sanctions have restricted the country\u2019s access to markets, including Ukraine with its high margins, said Taciana Manionak, a Belarusian energy sector analyst.\n<\/p>\n

\n\t It would be difficult for the Belarusian refineries to sell fuel in Russia because of tight competition from Russian suppliers, which have been hit by sanctions too.\n<\/p>\n

\n\t Kaciaryna Barnukova, of the Belarusian Economic Research and Outreach Center, noted that Belarusian companies may not be able to redirect exports to Russia because that market is likely to shrink.\n<\/p>\n

\n\t She added that Chinese manufacturers have successfully competed with Belarusian suppliers in Russia in the last ten years.\n<\/p>\n

Lack of specifics<\/span> <\/h2>\n

\n\t Officials\u2019 optimistic statements have not been supported by specific arrangements, Barnukova said.\n<\/p>\n

\n\t \u201cRussia benefits politically from demonstrating that it is surrounded by countries willing to cooperate with it and that it can build a closed world isolated from the West in which it can engage in full-scale cooperation,\u201d Barnukova said. \u201cWe haven\u2019t heard the Russian version, haven\u2019t seen any documents, which may contain many nuances.\u201d\n<\/p>\n

\n\t It would be good to pay for oil and natural gas in Russian rubles, but the price may be tied to the U.S. dollar anyway or the market price, which is the same, so the currency of payment makes little difference, she told BPN.\n<\/p>\n

\n\t In the last decade, Russia often issued loans to Minsk to help it repay its old debts to Moscow. Now it does not seem to have any cash for new loans, so it is ready to renegotiate the terms of debt repayment, Barnukova said. It may let Minsk repay its debts longer and pay a lower interest, she added.\n<\/p>\n

\n\t \u201cOn the one hand, this is good, but on the other this is not the $3-billion loan that Minsk has requested. We have not heard anything about massive lending support for Belarus,\u201d she said.\n<\/p>\n

\n\t Barnukova noted that cheap energy helps Minsk keep inflation in check and reduce manufacturing costs. \u201cBut the problem is that if our goods are rejected as a matter of principle, because they are toxic, manufactured by the aggressor, lower prices will not help sell them.\u201d\n<\/p>\n

Kremlin to insist on progress of integration<\/span> <\/h2>\n

\n\t \u201cFirst of all, we consider it necessary to enhance integration in the Union State,\u201d Mishustin said at the meeting with Halo\u016d\u010danka. \u201cThe 28 union programs approved by the Supreme State Council in November last year have laid the groundwork for it.\u201d\n<\/p>\n

\n\t But the Belarusian premier noted that Belarus \u201curgently needs prompt support measures that were planned for later [periods].\u201d\n<\/p>\n

\n\t Moscow takes advantage of Belarus\u2019 economic concerns to make it implement the integration programs designed to increase its institutional economic dependence on Russia and create conditions for Belarus\u2019 adoption of the Russian ruble.\n<\/p>\n

\n\t Minsk is looking for urgent support and promises to implement the programs later. However, Russia is unlikely to be generous because its economy is in difficult straits too amid international sanctions. Besides, the Kremlin is likely to press for progress of integration programs seen as a threat to Belarus\u2019 economic and political sovereignty.<\/p>\n","protected":false},"excerpt":{"rendered":"
