\n It may take the Belarusian authorities quite long to establish new export routes for potash fertilizers. A possible reduction in fertilizer sales may undercut the economy.<\/b>\n<\/p>\n

Source of revenue<\/span> <\/h2>\n

\n\t \u201cPotash fertilizers are the only mineral that generates considerable foreign-currency revenue for Belarus,\u201d said Kaciaryna Barnukova, of the Belarusian Economic Research and Outreach Center (BEROC), adding that the government fully controls the potash mining and distribution industry.\n<\/p>\n

\n\t She noted that Belarus\u2019 economic growth slowed in February after Lithuania had banned Belarusian potash fertilizer transits on February 1 over accusations of human rights abuses by the Belarusian government.\n<\/p>\n

New transport routes<\/span> <\/h2>\n

\n\t Minsk explored new transport routes via Ukraine, but the Russian invasion forced it to abandon the idea. Moreover, Ukraine has nationalized some of the Belarusian rolling stock, including cars loaded with crop nutrients, Barnukova said.\n<\/p>\n

\n\t Minsk also considered building terminals in Russia\u2019s Leningrad region, hoping that Moscow would finance the project, she noted.\n<\/p>\n

\n\t Aliaksandr Luka\u0161enka said in early March that Belarus would build own terminals at Russian ports within two years.\n<\/p>\n

\n\t More recently, Belarusian officials said that Belarus could ship fertilizers through Russia\u2019s Astrakhan.\n<\/p>\n

\n\t \u201cThe problem is that the port is located on the Caspian Sea, which is not connected to an ocean. Fertilizers can be shipped some distance by sea, but then the cargo will have to transported by land to India and China,\u201d Barnukova said.\n<\/p>\n

Prices<\/span> <\/h2>\n

\n\t Potash fertilizer buyers may take advantage of Belarus\u2019 logistical issues to dictate prices.\n<\/p>\n

\n\t \u201cWe haven\u2019t seen news that Belarus has signed traditional contracts with China and India, which are signed around this time,\u201d Barnukova said. \u201cThese customers are unlikely to reject Belarus outright because of its toxicity, while China has declared public opposition to sanctions. India has offered Belarus to pay for potassium chloride in rupees. On the one hand, the price of potash fertilizers is rising, while on the other, customers are confident that they have leverage and can dictate prices. Most importantly, they do not want to sign new contracts until logistical issues are sorted out.\u201d\n<\/p>\n

\n\t \u201cIf it takes two years to build the terminals, according to optimistic forecasts, it is unclear how Bielaruskali [potash giant] can survive during these two years,\u201d said Lie\u016d \u0139vo\u016dski, of BEROC.\n<\/p>\n

\n\t \u201cBelarusian potash fertilizers are not welcome in the premium markets,\u201d he went on to say. \u201cThese markets will be looking for new suppliers and can find them. Canada, for instance, has vowed to boost production.\u201d\n<\/p>\n

\n\t Russia’s potash mining industry also has been hit. Belarus and Russia compete for potash fertilizer markets.\n<\/p>\n

\n\t Washington has refrained from imposing sanctions on Russian potash mining companies and added potassium to the list of strategically important commodities. However, Russian oligarchs who own potash mining businesses are under sanctions, Barnukova said.\n<\/p>\n

Potash production to decrease<\/span> <\/h2>\n

\n\t Bielaruskali will not be able to sell as much potash as before even if it ships fertilizers through Astrakhan or Murmansk, Barnukova said.\n<\/p>\n

\n\t \u201cIt is likely to cut production anyway,\u201d she noted. \u201cCuts will have a negative effect on foreign Belarus\u2019 currency revenues and economic growth.
