\n Aliaksandr Luka\u0161enka met with Vladimir Putin on April 12 to secure economic aid and the Kremlin\u2019s support for his bid to join possible future top-level Russian-Ukrainian peace talks. He has not achieved much success with both objectives.<\/b>\n<\/p>\n

\n\t To do a favor to Putin, Luka\u0161enka did his best to amplify Moscow\u2019s propaganda narratives. He dismissed allegations of atrocities committed by Russian troops in the Ukrainian town of Bucha as fake news and a special psychological operation by the British secret service. He allegedly presented some evidence to Putin.\n<\/p>\n

\n\t Luka\u0161enka hopes that Moscow will reward him for amplifying its false narratives.\n<\/p>\n

Belarus does not consume<\/span> much oil<\/span> <\/h2>\n

\n\t Putin promised that Russia will engage Belarusian companies to complete the construction of the Vostochny cosmodrome in the Amur region. The scope of work is unlikely to be extensive and profitable enough to jolt the Belarusian economy.\n<\/p>\n

\n\t Putin was not reported to promise any financial assistance, although Moscow had agreed to renegotiate Belarusian debts.\n<\/p>\n

\n\t At the news conference after the face-to-face talks, Putin promised that Russia will continue to supply Belarus with oil and natural gas at most favorable prices to satisfy its domestic needs.\n<\/p>\n

\n\t Luka\u0161enka said the following day that Putin had promised to support the Belarusian refineries \u201cin the same way as we support [refineries] in the Russian Federation.\u201d\n<\/p>\n

\n\t The Belarusian leader hopes that Moscow will offer the Belarusian refineries some compensation for Russia\u2019s tax maneuver, possibly by making them eligible for the so-called reverse excise duty.\n<\/p>\n

\n\t Moscow has not made any official statements to that effect. Belarusian officials often engage in wishful thinking.\n<\/p>\n

\n\t Moreover, Putin indicated that the most favorable terms will apply to energy supplied for domestic consumption only.\n<\/p>\n

\n\t Belarus used to buy cheap oil from Russia, refine it and sell petroleum products in the European Union or Ukraine at a high margin. International sanctions imposed on Minsk for its complicity in the Russian invasion of Ukraine include restrictions on petroleum exports.\n<\/p>\n

Little hope for participation in talks on Ukraine<\/span> <\/h2>\n

\n\t Luka\u0161enka seeks to take part in possible future Ukraine peace talks, hoping that other countries will reckon with him as an independent player. He also wants to make sure that he will not be held accountable for complicity in Russia\u2019s attack on Ukraine.\n<\/p>\n

\n\t At a meeting of the Security Council on April 7, he warned against any \u201cseparate\u201d agreements between Moscow and Kyiv concluded behind his back.\n<\/p>\n

\n\t The three Slavic nations” should finally “sit down at the table and agree as equals,” he added.\n<\/p>\n

\n\t On April 8, Russian Foreign Minister Sergei Lavrov said that Moscow supported the idea that Belarus should act as a security guarantor in a possible future peace deal with Ukraine.\n<\/p>\n

\n\t He claimed that Ukraine would like to see “all the countries adjacent to Ukraine and a number of other states, including the permanent members of the UN Security Council” among its security guarantors.\n<\/p>\n

\n\t Putin on April 12 credited Luka\u0161enka with providing a platform for direct talks. \u201cWe believe that the Belarusian platform is good enough for further contacts,\u201d he stressed.\n<\/p>\n

\n\t But he stopped short of elaborating on the Belarusian leader\u2019s role.\n<\/p>\n

\n\t Minsk may fail in its bid to secure Luka\u0161enka a seat at the negotiating table. Kyiv is opposed to Belarus as a possible venue and the Belarusian leader\u2019s participation in the talks. Turkish President Recep Tayyip Erdogan is better suited for the role of a neutral host. Unlike Luka\u0161enka, he maintains good relations with both Moscow and Kyiv.\n<\/p>\n

\n\t Finally, Moscow is pursuing its objectives and prioritizing its interests. It is not eager to give its vassal an opportunity to establish himself as an independent player.<\/p>\n","protected":false},"excerpt":{"rendered":"
