\n At the annual convention held in Minsk on June 17, Bie\u0142aja Ru\u015b leaders did not make any announcements on the pro-government association\u2019s plans to found a political party. They may be still waiting for the green light from Alaksandr \u0141uka\u0161enka.<\/b>\n<\/p>\n

\n\t The Belarusian leader on June 10 called on his supporters to register political parties, state-controlled media reported.\n<\/p>\n

\u0141uka\u0161enka still hesitant<\/span> <\/h2>\n

\n\t The Belarusian ruler may be thinking of creating a Russian-style imitation democracy, but still seems undecided.\n<\/p>\n

\n\t \u201cYou know how cautious I am in this sense. As a seasoned man I know what a party is and I know about errors of party-building and parties,\u201d he told participants in the June 10 gathering in apparent reference to the downfall of the Communist Party of the Soviet Union.\n<\/p>\n

\n\t He promised that the government would take \u201cpractical action\u201d and \u201cvery significant steps\u201d toward a multi-party system.\n<\/p>\n

\n\t \u201cIf any leaders of parties think that we will slice this budget pie tomorrow to give cash to parties . . . Come on guys, you don\u2019t expect me to take it from pensioners, etc. as we are short of cash,\u201d he added.\n<\/p>\n

\n\t \u0141uka\u0161enka also vowed to crush parties that seek to \u201cdestroy the country\u201d no matter where they come from, east or west.\n<\/p>\n

Crackdown on opposition parties delayed<\/span> <\/h2>\n

\n\t Back in 2020, \u0141uka\u0161enka set deadlines for the justice ministry to re-register political parties in what observers feared would be an attack on opposition political organizations. He also called for drafting a new law governing political parties.\n<\/p>\n

\n\t However, that has not been done. Several opposition parties, including the Belarusian Popular Front, United Civic Party and Belarusian Social Democratic Party (Hramada), continue to function legally, although they have not conducted any campaigns for fear of repercussions.\n<\/p>\n

\n\t The Belarusian Greens Party attempted to stage a march in April to mark an anniversary of the Chernobyl disaster but had its application rejected.\n<\/p>\n

\n\t On the other hand, the government moved last week to shut down all remaining independent trade unions in the country.\n<\/p>\n

Bie\u0142aja Ru\u015b\u2019s false starts<\/span> <\/h2>\n

\n\t Bie\u0142aja Ru\u015b made several attempts to found a political party, always stressing its support for the Belarusian leader\u2019s policies. It might be hoping that political party status can open up new opportunities in terms of careers, state funding and ability to further interests.\n<\/p>\n

\n\t But \u0141uka\u0161enka blocked any attempts, probably hoping that his charisma would be enough to maintain direct communication with voters. However, the 2020 post-election protests showed that he was no longer a popular leader and that he would hardly have a chance to win back voters.\n<\/p>\n

\n\t But he is very pragmatic and does not want to share his power with anybody else.\n<\/p>\n

\n\t He is reluctant to give pro-government parties any freedom for fear that Russia may seize the opportunity to set up pro-Russian organizations in Belarus. In May 2021, the justice ministry rejected an application for the registration of Souyz, a pro-Russian political party.\n<\/p>\n

Party list system<\/span> <\/h2>\n

\n\t Delegates at the Bie\u0142aja Ru\u015b conference elected Aleh Ramana\u016d, rector of Po\u0142ack State University, as chairman. He said the association seeks to achieve ambitious goals such as \u201cthe preservation of historical memory\u201d and \u201cprotection of traditional values.\u201d\n<\/p>\n

\n\t Ihar \u015aerhejenka, head of the Presidential Administration who has \u0141uka\u0161enka\u2019s ear, said that Bie\u0142aja Ru\u015b should become a platform for a sociopolitical dialogue and increase its online presence, but he stopped short of disclosing any plans for the group\u2019s transformation into a political party.\n<\/p>\n

\n\t The lack of really ambitious statements proves that \u0141uka\u0161enka is still hesitant about establishing a system, in which several pro-government political parties could play a bigger, not marginal role.\n<\/p>\n

\n\t Belarus is to hold local and parliamentary elections in February 2024. \u0141uka\u0161enka is unlikely to give the green light for a party-list system to replace single-member districts. He seems to mistrust even those parties that are absolutely loyal to him.\n<\/p>\n
