Opposition leader \u015aviat\u0142ana Cichano\u016dskaja advocates rapprochement between Belarus and the EU, but only a third of Belarusians support it.<\/b>\n<\/p>\n<h2> <span>Belarus left behind<\/span> <\/h2>\n<p>\n\t EU leaders on June 23 accepted Ukraine and Moldova as candidates to join the EU. The European Council recognized Georgia\u2019s European perspective, and said it would be ready to grant it candidate status once outstanding priorities have been addressed.\n<\/p>\n<p>\n\t Belarus has been left behind because of its authoritarian regime and Russia\u2019s heavy influence on the country, said Pavie\u0142 Usa\u016d, of the Warsaw-based Political Analysis and Prognosis Center.\n<\/p>\n<p>\n\t Meanwhile, Belarus\u2019 opposition politicians have been working to make sure that Western governments distinguish between Belarusians with democratic aspirations and the Belarusian regime, which has supported the Russian invasion of Ukraine.\n<\/p>\n<p>\n\t Last week, the European Parliament hosted the Kalino\u016dski conference on the future of a democratic Belarus. Cichano\u016dskaja and other Belarusian speakers urged the EU to document prospects of Belarus\u2019 integration into EU after a change of government in the country.\n<\/p>\n<h2> <span>Fewer Belarusians support Moscow<\/span> <\/h2>\n<p>\n\t The 2020 post-election protests and opinion polls showed that many Belarusians want Alaksandr \u0141uka\u0161enka out of office. But support for the country\u2019s EU membership remains relatively low.\n<\/p>\n<p>\n\t Only about 30 percent of Belarusians are in favor of European integration, while 46 percent want the country to remain committed to its alliance with Russia, found a survey conducted by the Warsaw-based Belarusian Analytical Workshop in March.\n<\/p>\n<p>\n\t The configuration has remained roughly the same for many years, Usa\u016d said. \u201cIt testifies to a failure of the EU\u2019s information policy in advocating European values. Russia has a pre-dominant influence on the Belarusian population in the information space. Under the influence of its narratives, many Belarusians believe that Europe does not need them, and fear that they may starve to death without Russia.\u201d\n<\/p>\n<p>\n\t Valeryj Karbalevi\u010d, a Belarusian political analyst, noted a shift in public sentiment. \u201cIn 2014-2015, two thirds of Belarusians supported Russia in its conflict with Ukraine, whereas now only about one third support it. The situation is changing but not as fast as one would expect.\u201d\n<\/p>\n<h2> <span>Belarus\u2019 fate depends on outcome of Russia-Ukraine war<\/span> <\/h2>\n<p>\n\t Belarus\u2019 future is decided on the battlefields in Ukraine, not in Brussels, Usa\u016d said. \u201cThe historical path Belarus will take depends on how events unfold in Ukraine.\u201d\n<\/p>\n<p>\n\t As long as Russian forces continue their assault on Ukraine and \u0141uka\u0161enka remains in command in Minsk, it is difficult for the EU to involve Belarus in its projects and plans. Belarus\u2019 opposition leaders have fled the country and lack tools of influence to advance its agenda in Europe.
