Parchom\u010dyk, 64, had headed Belarus\u2019 two truck giants, MAZ and BelAZ prior to his appointment as industry minister.\n<\/p>\n<p>\n\t Nazara\u016d, 60, had worked as deputy head of the Property Management Office, which runs a business empire shrouded in secrecy.\n<\/p>\n<p>\n\t Parchom\u010dyk, a former Soviet manager, can hardly come up with new ideas or revolutionary solutions as the government currently focuses on measures to mitigate Western sanctions.\n<\/p>\n<p>\n\t \u0141uka\u0161enka mentioned the two officials in September 2021, when he stressed the need for purging state-run enterprises of those who tipped the West on how \u201cParchom\u010dyk and Nazara\u016d are trying to circumvent sanctions.\u201d\n<\/p>\n<p>\n\t Parchom\u010dyk promised \u0141uka\u0161enka last year to put into practice import substitution programs that will impress both \u201cyou and the public.\u201d\n<\/p>\n<p>\n\t He failed to impress anyone. Belarus\u2019 economy contracted by 5.2 percent in the first seven months. Industrial output fell by 6.2 percent (Parchom\u010dyk was in charge of the industry ministry).\n<\/p>\n<p>\n\t Meanwhile, authorities in Russia\u2019s Saint Petersburg reported five incidents of MAZ city buses catching fire. The incidents occurred after the Belarusian bus maker replaced some foreign-made parts with Belarusian ones.\n<\/p>\n<h2>Jermalovi\u010d<\/h2>\n<p>\n\t The Belarusian ruler earlier this month picked Maksim Jermalovi\u010d, 45, a former ambassador in the UK, as deputy head of his administration. The move raised quite a few eyebrows because Jermalovi\u010d had had a reputation as a market-oriented economist when he had been in charge of the finance ministry.\n<\/p>\n<p>\n\t He was a member of the cabinet of Siarhiej Rumas, another market-oriented economist. In June 2020, \u0141uka\u0161enka sacked Jermalovi\u010d, Rumas and D\u017amitryj Kruty, a deputy prime minister at the time.\n<\/p>\n<p>\n\t Observers speculated that the Belarusian leader feared that officials with liberal views might betray him during his presidential campaign.\n<\/p>\n<p>\n\t He replaced Rumas with Raman Halo\u016d\u010danka, a former head of the State Defense Industry Committee who had worked in the arms trading business for many years.\n<\/p>\n<h2>Market-oriented officials cannot make any difference<\/h2>\n<p>\n\t After the sociopolitical unrest that followed his disputed re-election in 2020, \u0141uka\u0161enka has given up on any reform. He is unlikely to take any risks until the end of his rule.\n<\/p>\n<p>\n\t He picks members of the old guard for key government positions. He selects those who are loyal and share his political views.\n<\/p>\n<p>\n\t His immediate challenge is to spur the economy and mitigate sanctions.
