Minsk is working to redirect sales to Russia.<\/span>\n<\/p>\n<h2>Mixed assessments<\/h2>\n<p>\n\t Belarusian officials are upbeat on trade but statisticians have painted a less optimistic picture.\n<\/p>\n<p>\n\t Prime Minister Raman Ha\u0142o\u016d\u010danka said on September 10 that Belarus\u2019 exports had been rising at a monthly rate of six to eight percent since June after a decline attributable to Western sanctions and the disruption of ties with Ukraine.\n<\/p>\n<p>\n\t However, the National Statistics Committee (Belstat) reported a year-on-year decrease of 4.2 percent in exports of goods and services in the first six months. Sales of goods fell by 2.8 percent and of services, by 9.3 percent.\n<\/p>\n<p>\n\t Physical sales might have plunged by up to 30 percent, estimated the Eurasian Development Bank.\n<\/p>\n<h2>Higher prices<\/h2>\n<p>\n\t A sharp decline in sales volumes has been offset by higher prices, said economist Siarhiej \u010ca\u0142y in an interview broadcast by Belsat TV.\n<\/p>\n<p>\n\t The prices of potash fertilizers, food and petroleum products soared due to global inflation, said Kaciaryna Barnukova, academic director of the Belarusian Economic Research and Outreach Center.\n<\/p>\n<p>\n\t \u201cI think exports have decreased even in money terms as compared to the peak level recorded at the end of last year,\u201d she told The Viewer. \u201cIn April \u2013 the last month for which statistical data were made public \u2013 Belstat reported a 10-percent fall in exports to Russia. But the revenue rise gave officials reason for optimism.\u201d\n<\/p>\n<p>\n\t Despite the rise in export revenue, Belarus\u2019 economy has contracted, Barnukova stressed.\n<\/p>\n<h2>Shift to Russia<\/h2>\n<p>\n\t Belarus reported a sharp increase in sales of goods in Russia.\n<\/p>\n<p>\n\t \u201cBelarus has been receiving payments in Russian rubles. The currency has strengthened significantly against the dollar,\u201d said economist Uladzimir Kava\u0142kin, of the Ko\u0161t Urada (the cost of government) project. \u201cNaturally, translated into dollars \u2013 this is the currency used for measuring foreign trade \u2013 exports have been rising.\u201d\n<\/p>\n<p>\n\t Kava\u0142kin warned that Belarus\u2019 economy is exposed to external shocks because of the country\u2019s pivot to Russia.\n<\/p>\n<p>\n\t Barnukova agreed: \u201cIf the West tightens sanctions against Russia, exports may falter.\u201d\n<\/p>\n<h2>Trade surplus and investment imports<\/h2>\n<p>\n\t Ha\u0142ou\u010danka said on September 10 that Belarus\u2019 trade surplus totaled $2.3 billion and continued to grow.\n<\/p>\n<p>\n\t In the first seven months, exports decreased by four percent year on year, while imports fell by seven percent, Kava\u0142kin noted. That\u2019s where the trade surplus comes from, he added.\n<\/p>\n<p>\n\t Imports of investment goods such as plant and machinery plunged by 21.8 percent; intermediary goods, by 4.9 percent; and consumer goods, by 10.3 percent, Ko\u0161t Urada estimates.\n<\/p>\n<p>\n\t \u201cOur industries depend on Western equipment. The sagging of investment imports means missed opportunities and a decline in the country\u2019s industrial potential in the near future,\u201d Kava\u0142kin said. \u201cWill the country be able to maintain the upward trend [in trade with Russia] given its restricted access to Western parts and technologies?\u201d\n<\/p>\n<p>\n\t Barnukova noted that imports rebounded in June after a plunge in March and April.\n<\/p>\n<p>\n\t On the one hand, it means that the surplus may shrink because similar parts will be more expensive from other suppliers. On the other, recovery and new supply chains may have a positive impact on GDP, she said.\n<\/p>\n<h2>Effort to bypass sanctions<\/h2>\n<p>\n\t Meanwhile, the governments of Belarus and Russia have been working to circumvent Western sanctions.\n<\/p>\n<p>\n\t Minsk and Moscow have been discussing a new route to ship potash fertilizers from Belarus via ports in Murmansk, Russia.\n<\/p>\n<p>\n\t Barnukova pointed to a recent rise in sales of Belarusian petroleum products. \u201cProbably, they mix them with Russian petroleum products and sell in the European Union,\u201d she wondered.\n<\/p>\n<p>\n\t She stressed that Belarus\u2019 exports are unlikely to plunge because trade with the European Union has already reached its lowest point, while trade with eastern partners, Russia in the first place, is growing.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Alaksiej Stry\u017eevi\u010d, BPN * Reproduction is allowed Belarus\u2019 exports rising in dollar terms on the back of high prices, but physical volumes have declined.
