{"id":11487,"date":"2022-10-21T10:46:26","date_gmt":"2022-10-21T07:46:26","guid":{"rendered":"https:\/\/api.pozirk.online\/longreads\/government-discussing-2024-election-amid-uncertainty\/"},"modified":"2026-02-24T20:29:13","modified_gmt":"2026-02-24T20:29:13","slug":"government-discussing-2024-election-amid-uncertainty","status":"publish","type":"longreads","link":"https:\/\/pozirk.online\/en\/longreads\/11487\/","title":{"rendered":"Government discussing 2024 election amid uncertainty"},"content":{"rendered":"<p>\n <span>By Alaksandr Klasko\u016dksi, BPN<\/span>\n<\/p>\n<p>\n\t * Reposting prohibited\n<\/p>\n<h2>Officials expecting low election turnout<\/h2>\n<p>\n\t Alaksandr \u0141uka\u0161enka presided over a government conference on October 20 to discuss the formation of the All-Belarusian People\u2019s Assembly and changes to laws governing elections.\n<\/p>\n<p>\n\t Under the new Constitution, adopted at a referendum that was marred by allegations of vote rigging and mass arrests of opponents, the government is to hold both parliamentary and local elections on February 25, 2024.\n<\/p>\n<p>\n\t &#8220;We can&#8217;t expect easy election campaigns. You see the conditions of our country. The uncertain international situation, unprecedented external pressure, media attacks and provocations,&#8221; the Belarusian leader told officials at the conference.\n<\/p>\n<p>\n\t Ihar Karpenka, chairman of the central election commission, suggested abolishing the 50-percent turnout threshold for parliamentary elections (it is no longer applicable to local elections). Officials understand that most voters will sit out, anticipating vote stealing.\n<\/p>\n<h2>Special security operation instead of free vote<\/h2>\n<p>\n\t \u0141uka\u0161enka also discussed with officials procedures to select delegates for the All-Belarusian People\u2019s Assembly to be convened within 60 days after the election.\n<\/p>\n<p>\n\t Sviat\u0142ana Lubieckaja, chair of the House of Representatives Committee on Legislation, indicated that the Assembly would consist of officials (around 440 seats), members of local soviets (elected councils) (up to 350 seats), and \u201crepresentatives of civil society\u201d (up to 400 seats). The latter will be delegated by pro-government parties, associations and trade unions.\n<\/p>\n<p>\n\t All the delegates are likely to be screened for loyalty to \u0141uka\u0161enka. Lubieckaja warned against turning the selection process into \u201canother electoral campaign.\u201d\n<\/p>\n<p>\n\t Siarhiej Na\u016dm\u010dyk, a former opposition MP, suggested that \u0141uka\u0161enka might empower the All-Belarusian People\u2019s Assembly to elect presidents.\n<\/p>\n<p>\n\t Valery Karbalevi\u010d, a Belarusian political analyst, disagreed. \u201c\u0141uka\u0161enka has other problems on his mind. He lives in the present, time will show what will happen in 2024.\u201d Constitutional amendments would be required to empower the Assembly to pick presidents, he added.\n<\/p>\n<p>\n\t The Belarusian leader is mostly preoccupied with the Ukraine crisis and economic challenges, including rising prices.\n<\/p>\n<p>\n\t The 2024 election is likely to follow the scenario of the 2022 referendum marred by tight security and arrests of hundreds of opposition supporters. \u0141uka\u0161enka warned on October 20 that authorities should be ready to counter any attempts to throw the election into disorder.\n<\/p>\n<p>\n\t The Russian-Ukrainian war creates uncertainty both for Belarus and its authoritarian ruler.
