The Belarusian ruler seems to sense that Vladimir Putin has weakened.<\/span><\/b>\n<\/p>\n<p>\n\t \u0141uka\u0161enka delivered an illustrative, landmark and characteristic speech to officers and propaganda crews on June 27.\n<\/p>\n<h2>Confirms that his regime relies on Kremlin for survival<\/h2>\n<p>\n\t \u0141uka\u0161enka emerged triumphant after the end of uprising by Wagner Group. He cast himself as the one who saved Russia and its President Vladimir Putin from mutiny.\n<\/p>\n<p>\n\t \u201cNo way should you cast me as a hero,\u201d and \u201cI don\u2019t need any monuments,\u201d he said as he realized his significance and power.\n<\/p>\n<p>\n\t He explained in passing why he intervened, \u201cIf Russia collapsed, we would all be there under the rubble . . . the mutiny could spill over to Belarus.\u201d\n<\/p>\n<p>\n\t The latter phrase was the acknowledgement that his regime relies on Russia for its political survival.\n<\/p>\n<h2>Message: Putin weak, I am strong<\/h2>\n<p>\n\t The Belarusian leader indicated that Prigozhin\u2019s protest was not incidental and that Russia was on the verge of a revolution. \u201cThis mutiny could spread across Russia; there were colossal preconditions for it . . . There were more than enough reasons for this mutiny to spread across Russia and spill over to us. A trigger was needed, and it came about.\u201d\n<\/p>\n<p>\n\t \u0141uka\u0161enka and Putin offered fundamentally different assessments of the causes.\n<\/p>\n<p>\n\t The Russian president blamed Prigozhin, portraying him as a rebel, traitor and criminal, whereas \u0141uka\u0161enka made it clear that both sides were to blame. He described Prigozhin as a big man in \u201cthe armed forces.\u201d \u201cOne could understand him,\u201d he noted, describing the incident as mutiny, and never using the word, \u201cuprising.\u201d\n<\/p>\n<p>\n\t In his view, Prigozhin was just a trigger, not traitor.\n<\/p>\n<p>\n\t Based on his reasoning, one could conclude that he blamed Putin. \u0141uka\u0161enka spoke somewhat arrogantly about the Russian leader, suggesting that Putin called him out of despair. \u201cI am told President Putin wants to talk to me. Why not?\u201d\n<\/p>\n<p>\n\t \u0141uka\u0161enka recounted how he lectured Putin on what he had to do. He advised him against making rush decisions to use force. Based on his account, Prigozhin would not answer Putin\u2019s calls but answered \u0141uka\u0161enka\u2019s, and even called back six times later.\n<\/p>\n<p>\n\t He cast himself as Russia\u2019s co-ruler, together with its president. \u201cWe are to blame together with Putin for not taking timely measures . . . I was as much involved in these events as President Putin . . . Our Fatherland [extends] from Brest to Vladivostok.\u201d\n<\/p>\n<p>\n\t He also offered Russians his advice, \u201cYou don\u2019t have to lock up anyone now.
