This is comparable to Lithuania, where the top 10 percent holds 35 percent of the income, whereas in Russia the proportion is close to 51 percent.<\/p>\n\n\n\n<p>Despite having a relatively low level of income inequality, Belarus\u2019s economic structure is far from equitable. The system could be described as an &#8220;equality of the poor,&#8221; where the majority of the population has low incomes. However, higher average incomes and robust social security programs in these countries help mitigate the negative effects of inequality.<\/p>\n\n\n\n<p>In Poland, for example, the wealthiest 10 percent take home roughly 38 percent of the country\u2019s income, but initiatives aimed at supporting low-income groups help reduce social tensions.<\/p>\n\n\n\n<p>Russia, on the other hand, has one of the highest levels of inequality in the region, driven by wealth concentrated among a small elite and a lack of effective redistribution policies. Inequality in Russia worsened after its invasion of Ukraine in 2022, as the redistribution of resources and property accelerated.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Belarus\u2019 stagnation<\/strong><\/h3>\n\n\n\n<p>Belarus operates a Soviet-style economy characterized by relatively equal income distribution\u2014at the cost of a low standard of living. Average income in Belarus is lower than those in neighboring EU countries and countries within the Eurasian Economic Union, such as Kazakhstan and Armenia.<\/p>\n\n\n\n<p>While policies designed to limit inequality help avoid widespread discontent, they also stifle economic development. This system hampers productivity growth, entrepreneurship and investment, keeping the economy in a perpetual state of stagnation.<\/p>\n\n\n\n<p>Although the Belarusian government acknowledges the country\u2019s low living standards, its current economic model has proven incapable of delivering the growth necessary to close the income gap with neighboring countries.<\/p>\n\n\n\n<p>Ahead of the presidential election in January, government officials have highlighted economic progress, often manipulating statistics to present a more optimistic picture. They selectively highlight periods, countries, or specific indicators that make it appear as though the situation is improving. In reality, the gap with neighboring countries is widening, and Belarus\u2019 global competitiveness remains low.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Reforms needed<\/strong><\/h3>\n\n\n\n<p>From a political perspective, it is easier to govern a population with low, evenly distributed incomes. Public discontent can be redirected toward external factors, such as international sanctions, perceived threats from neighboring countries, or the hardships faced by allies.<\/p>\n\n\n\n<p>However, the root causes of widespread poverty and limited social mobility lie in the structure of Belarus&#8217; economy and its government system, which suppresses the natural mechanisms of growth. The country\u2019s experience suggests that systemic reforms are necessary to improve living standards.<\/p>\n\n\n\n<p>Other nations\u2019 experiences show that a combination of strong institutions, sustained economic growth and responsible social policies can mitigate inequality while raising overall living standards.<\/p>\n\n\n\n<p>For Belarus, these reforms are crucial. The country needs to raise household incomes, develop its private sector and attract foreign investment to break free from its current economic constraints. Without these changes, Belarus risks remaining trapped in an enduring cycle of \u201cequality of the poor.\u201d<\/p>\n\n\n\n<p>While reforms may lead to increased inequality in the short term, they could ultimately improve living standards for the broader population.
