Access to higher education and the demand for skilled workers have long been regarded as key advantages. However, this potential fails to translate into scientific breakthroughs with economic value.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/21011393\/embed#?secret=t8UtueGzlf\" data-secret=\"t8UtueGzlf\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>The root of the problem lies in government interference in science. In competitive economies, private businesses invest in research, recognizing technologies as profit-generating opportunities. In Belarus, however, the lack of a free market, competition and creative freedom stifles scientific progress.<\/p>\n\n\n\n<p><strong>Limited funding, no freedom<\/strong><\/p>\n\n\n\n<p>Belarusian science suffers from chronic underfunding and a lack of academic freedom. The humanities are under pressure, with scholars facing censorship, while technical sciences are constrained by outdated equipment due to restricted access to modern tools, a consequence of ongoing sanctions.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/21011532\/embed#?secret=uOnv21y16f\" data-secret=\"uOnv21y16f\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>A major issue is the &#8220;brain drain,&#8221; as many Belarusian researchers leave for scientific hubs in Europe, the United States and Asia, where they find better salaries and more opportunities for professional development. Low wages and political repression drive many scientists out of Belarus.<\/p>\n\n\n\n<p><strong>Bureaucracy<\/strong><\/p>\n\n\n\n<p>The Soviet-era system of science, which officials in Belarus are attempting to revive, requires significant resources, a degree of academic freedom and the competition of ideas.<\/p>\n\n\n\n<p>In practice, Belarusian science has become a bureaucratic parody of its Soviet predecessor. Research projects are commissioned, executed and evaluated by the same academic institutions, lacking accountability and yielding few tangible results.<\/p>\n\n\n\n<p>Science in Belarus has devolved into a tool of control, rather than a platform for creativity and innovation. Bureaucracy has become an end in itself, while real achievements and progress are reduced to hollow declarations in government programs.<\/p>\n\n\n\n<p><strong>Lack of accountability<\/strong><\/p>\n\n\n\n<p>Why is Belarusian research underperforming? The blame lies with the government.<\/p>\n\n\n\n<p>Under \u0141uka\u0161enka\u2019s rule, funding has been funneled into agriculture and industrial development, but the outcomes have been poor. The economy remains uncompetitive, and Belarusian products are losing markets due to low quality. An illustrative example of this failed industrialization is the notorious MAZ buses, which frequently catch fire.<\/p>\n\n\n\n<p><strong>Proposed solutions<\/strong><\/p>\n\n\n\n<p>A structural reform is necessary to revitalize Belarus&#8217; research and development (R&amp;D) sector. The solutions are straightforward:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Ensure academic freedom<\/strong>: Researchers must be able to work without fear of repression, attracting both local and international talent.<\/li>\n\n\n\n<li><strong>Engage the private sector<\/strong>: Create conditions that encourage private-sector investment in research, leading to economic returns.<\/li>\n\n\n\n<li><strong>Reduce bureaucracy<\/strong>: Streamline processes to make science more results-oriented, rather than focused on formalistic indicators.<\/li>\n<\/ol>\n\n\n\n<p>All that is required from government officials is to step back: cease restricting freedoms, stop interfering with businesses collaborating with researchers and halt the issuance of unnecessary regulations and directives.<\/p>\n\n\n\n<p>However, the Belarusian bureaucracy remains entrenched and unable to change.
