Many officials remain unfamiliar with how modern markets operate, and the government does not have a clear trade strategy.<\/p>\n\n\n\n<p>In 2020, Belarus abandoned its effort to counterbalance Russia by expanding economic ties with the European Union, as well as partners in Asia, Africa and the Americas. After that, the government intensified anti-Western rhetoric, vowing to redirect its trade flows eastward. Yet, it continues to trade with countries that have imposed sanctions on Belarus.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">China&#8217;s growing influence<\/h2>\n\n\n\n<p>China has become a major trading partner for Belarus, expected to serve as a counterweight to both Russia and the European Union. It is a key buyer of Belarusian potash fertilizers and an important supplier of technology that is otherwise unavailable due to sanctions.<\/p>\n\n\n\n<p>Beijing\u2019s political role has also evolved: it now plays the role of &#8220;the big brother of the big brother.&#8221; Russia has never relied on the West as much as it relies on China now. Deprived of Western influence, Russia faces the overwhelming power of China dictating terms.<\/p>\n\n\n\n<p>For Belarus, deeply integrated into the Russian economy, its perception of China is largely shaped by its relationship with Moscow.<\/p>\n\n\n\n<p>Beijing, which values long-term strategic planning, does not view the regime of Belarusian leader Alaksandar \u0141uka\u0161enka, who has been in power for over 30 years, as something that lasts. Unlike Belarus, which struggles with short-term goals, China plans its economic policies for decades.<\/p>\n\n\n\n<p>Kiry\u0142 Rudyj, a former Belarusian ambassador to Beijing, wrote a book about Belarusian-Chinese relations. However, based on the state of bilateral trade, it appears that Minsk has not followed his advice.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/21509839\/embed#?secret=GiLRjvZTd5\" data-secret=\"GiLRjvZTd5\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Belarusian companies outpriced by Chinese in Russia<\/h2>\n\n\n\n<p>Belarus has sought to increase sales of potash fertilizers and food to China. Sanctions have forced Minsk to shift from European technologies to Chinese alternatives. However, this presents a problem: both Belarusian and Chinese companies use similar equipment to manufacture goods that they sell in Russia.<\/p>\n\n\n\n<p><strong>Disadvantages for Belarus:<\/strong><\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>China is reluctant to transfer advanced technologies to Belarus, keeping them for its own use. Furthermore, China itself is dependent on Western technologies and parts.<\/li>\n\n\n\n<li>China sells equipment to Belarusian companies at higher prices than it does to its own domestic companies, as Beijing prioritizes its manufacturers. Foreign partners are seen merely as tools of economic influence.<\/li>\n\n\n\n<li>Chinese companies operate without facing sanctions, raw material shortages or restrictions on access to capital\u2014unlike their Belarusian counterparts.<\/li>\n<\/ol>\n\n\n\n<p>As a result, Belarusian companies find themselves competing with Chinese manufacturers and Chinese-made equipment (often bought on credit) in the same markets. Their goods are at risk of being undercut by Chinese companies, both in foreign markets and domestically in Belarus.<\/p>\n\n\n\n<p>In a recent development, a Belarusian bus operator purchased Chinese-made buses to provide services on domestic routes.<\/p>\n\n\n\n<p>While the Belarusian government welcomes Chinese projects and loans, often trumpeting its &#8220;all-weather&#8221; friendship with China, it seems to overlook the growing economic inequalities in this relationship.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Belarus as a pawn in global trade shifts<\/h2>\n\n\n\n<p>The trade war between the United States and China is reshaping the global market, with most countries relegated to the role of spectators. Even Europe has become a battleground between the United States and China. For Belarus, the situation is even more stark: it remains a pawn.<\/p>\n\n\n\n<p>China can take advantage of its geographical position in its trade strategy, but decisions will ultimately be made in Beijing\u2014with Moscow\u2019s approval.
