Dozens of countries \u2014 from wealthy European states to developing economies in Africa and Asia \u2014 have adopted national AI strategies.<\/p>\n\n\n\n<p>In recent years, AI has evolved from a technological experiment into a major political issue. Governments are not only trying to harness its potential but also to establish frameworks that can control its growing influence.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/25566713\/embed#?secret=daKdvifEEp\" data-secret=\"daKdvifEEp\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>A telling sign of this global trend: according to international analysts, twelve new national AI strategies were published or announced last year \u2014 three times more than the year before. More than half came from low- and middle-income countries such as Ghana, Nigeria, Sri Lanka, Uzbekistan and Zambia.<\/p>\n\n\n\n<p>Even nations where digital infrastructure is still developing are eager to set their own course for AI and integrate it into public administration systems.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Total control in the name of security<\/h2>\n\n\n\n<p>However, concern over AI development often serves as a convenient pretext for legitimizing new restrictions. The model law on AI technologies proposed within the CIS framework introduces terms such as \u201chigh-risk systems\u201d and \u201cprohibited systems.\u201d This allows undesirable applications to be labeled \u201cdangerous\u201d and banned under the guise of protecting security or morality.<\/p>\n\n\n\n<p>Kiry\u0142 Zaleski, Belarus\u2019 IT minister, declared that the country needs a \u201cnational framework\u201d for AI data processing \u201cwithout the risk of losing or transferring this data abroad.\u201d In other words, the plan involves closed computing resources, \u201csecure infrastructure\u201d and strict control over all incoming and outgoing information.<\/p>\n\n\n\n<p>Of course, every state seeks to safeguard its secrets. But authoritarian regimes tend to take this instinct to the extreme\u2014placing everything under surveillance and enforcing censorship.<\/p>\n\n\n\n<p>Notably, officials at the meeting where Ka\u010danava called for oversight emphasized the importance of learning from Russia and China\u2019s experience in AI regulation.<\/p>\n\n\n\n<p>The dream of a Chinese-style Belarusian internet continues to entice local officials: a fully monitored space where all data is stored domestically and cannot be transferred without permission.<\/p>\n\n\n\n<p>But the cost of this dream is far beyond their reach. Poorer countries simply cannot afford the advanced technologies required for comprehensive digital control. What they can manage is not \u201cdigital sovereignty,\u201d but a patchwork of half-measures \u2014 a fa\u00e7ade of security in a world where real safety depends on responsible openness and technical competence, not decrees and prohibitions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">China\u2019s dream in action<\/h2>\n\n\n\n<p>Reporters Without Borders (RSF) recently <a href=\"https:\/\/rsf.org\/en\/controlling-information-age-ai-how-state-propaganda-and-censorship-are-baked-chinese-chatbots\" target=\"_blank\" rel=\"nofollow\">tested<\/a> three of China\u2019s leading generative AI chatbots, built on large language models. While their technical capabilities rival those of US-made ChatGPT, their built-in propaganda and censorship are pervasive and alarming.<\/p>\n\n\n\n<p>\u201cIn China, the world\u2019s biggest prison for journalists, the rise of Chinese artificial intelligence models offers no prospect of access to reliable information at this stage. Fed by propaganda and clearly designed to prevent the circumvention of censorship, the current models amount to a state-of-the-art instrument for tight control over information,\u201d said Arnaud Froger, head of RSF\u2019s Investigation Desk.<\/p>\n\n\n\n<p>RSF examined and tested DeepSeek (V3) \u2014 the most downloaded AI app in China since early 2025, with over 600 million users; Ernie (known domestically as <em>Wenxin Yiyan<\/em>), developed by Baidu, the country\u2019s largest search engine; and Qwen (also called <em>Tongyi Qianwen<\/em>), created by the e-commerce giant Alibaba, whose founder Jack Ma is often compared to US billionaire Jeff Bezos.<\/p>\n\n\n\n<p>All three chatbots strictly adhere to Beijing\u2019s official narratives, particularly on the integrity of China\u2019s political system, ideology and territorial claims.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Garbage in, Garbage out<\/h2>\n\n\n\n<p>Officials in Minsk seem to believe they can create a \u201cpatriotic AI\u201d that produces only the \u201cright\u201d decisions. But one must remember: AI systems learn from data. To obtain \u201cright\u201d results, one could, of course, feed the model official reports, Alaksandar \u0141uka\u0161enka\u2019s speeches, and texts written by state ideology officers \u2014 but the output will be of exactly the same quality.<\/p>\n\n\n\n<p>Programmers have a saying: <em>garbage in, garbage out.<\/em> Even with a generous budget \u2014 and a substantial slice of state funds clearly at stake \u2014 the result will likely be just another bureaucratic mechanism of dubious effectiveness.<\/p>\n\n\n\n<p>The model CIS law on AI technologies, approved in April, could become yet another tool for Belarusian authorities to tighten control over society and the economy \u2014 another \u201cComrade Major,\u201d only digital.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">No chance of creating a \u201cpatriotic AI\u201d<\/h2>\n\n\n\n<p>There is another reason why the authorities are so eager to regulate AI: fear of the unknown. Fear of a future that cannot be predicted, micromanaged or ruled by decree.<\/p>\n\n\n\n<p>AI transcends traditional hierarchies and control mechanisms. It embodies everything the Belarusian authorities have always feared in people \u2014 and now, they seem to see the same in machines capable of independent reasoning.<\/p>\n\n\n\n<p>In many countries, AI regulation is being developed to protect human rights and foster innovation. In Belarus, however, a different scenario is unfolding \u2014 one of new filters, licenses, and mandatory approvals designed to keep \u201cforeign\u201d algorithms out.<\/p>\n\n\n\n<p>There is also a pragmatic motive: amid a severe brain drain and chronic shortage of skilled workers, the temptation to replace human potential with machines is strong. Yet, looking ahead, it is clear that this approach will not work. Such innovations do not replace people \u2014 they transform the nature of work. They create new opportunities for professions, creativity, education and science \u2014 all fields that depend on human intelligence and freedom.<\/p>\n\n\n\n<p>Thus, Belarus\u2019 intention to regulate AI is not merely another legislative initiative. It is a political signal: the government seeks control, not modernization.<\/p>\n\n\n\n<p>And when the attempt to build a \u201cpatriotic artificial intelligence\u201d inevitably fails \u2014 due to a lack of competence, technology and trust \u2014 the authorities will revert to their familiar tools: restrictions, bans and the fight against \u201csedition.\u201d<\/p>\n\n\n\n<p>But such measures, in a country at the heart of Europe, will have little effect.
