Lithuania closed the \u0160al\u010dininkai and Medininkai border crossings with Belarus indefinitely on October 26 in response to a surge of cigarette-smuggling weather balloons from Belarus.<\/strong><\/p>\n\n\n\n

As many as 66 flying objects were recorded entering Lithuanian airspace that day\u2014about twice as many as on October 25, according to Vilmantas Vitkauskas, head of the National Crisis Management Centre (NCMC).<\/p>\n\n\n\n

The Medininkai and \u0160al\u010dininkai checkpoints had been the only crossings handling all traffic between Lithuania and Belarus since Vilnius closed \u0160umskas and Tvere\u010dius in 2023, and Lavori\u0161k\u0117s and Raigardas in 2024, citing national security and smuggling concerns.<\/p>\n\n\n\n

\u201cLithuania considers the deliberate inaction of Belarusian institutions to be a hybrid attack and is closing its state border with Belarus until further notice,\u201d the Lithuanian Foreign Ministry said on X.<\/p>\n\n\n\n

Cigarette smuggling remains a lucrative illegal trade: legally sold cigarettes are of higher quality but three to four times more expensive than those made in Belarus.<\/p>\n\n\n\n

Belarusian government suspected of cover-up<\/h2>\n\n\n\n

The Lithuanian government shut the border after balloons repeatedly disrupted operations at Vilnius Airport for several days, causing losses to airlines and inconvenience to passengers.<\/p>\n\n\n\n

The opposition criticized the government for failing to resolve the issue. The influx of balloons also came just weeks after Russian drone incursions into Lithuanian territory.<\/p>\n\n\n\n

Lithuanian officials suspect that the Belarusian regime is covering up for smugglers.<\/p>\n\n\n\n

Minsk has not been caught red-handed. However, observers argue that smugglers could not operate so freely in a tightly controlled police state without some level of protection. Many believe they enjoy high-level backing.<\/p>\n\n\n\n

Creative smugglers pose a challenge<\/h2>\n\n\n\n

Previously, Lithuanian border and customs services discovered smuggled cigarettes hidden in freight shipments such as potash fertilizers and wood products. These goods no longer transit Lithuania because of international sanctions imposed on Minsk for alleged human rights abuses and support for Russia\u2019s invasion of Ukraine. Smugglers have now found an effective new method of delivery.<\/p>\n\n\n\n

Lithuanian officials admit that balloons flying at altitudes of four to six kilometers are almost impossible to shoot down.<\/p>\n\n\n\n

\u201cWe should find an effective kinetic means to deflate these balloons,\u201d said Deividas Matulionis, the president\u2019s chief national security advisor.<\/p>\n\n\n\n

Lithuanian President Gitanas Naus\u0117da suggested a \u201csymmetric response\u201d but did not elaborate. The border closure, however, is clearly an asymmetric measure\u2014since a physical border cannot stop balloons.<\/p>\n\n\n\n

The closure \u201chas a considerable economic impact,\u201d and therefore \u201cit should have a certain effect,\u201d Matulionis said.<\/p>\n\n\n\n

\u0141uka\u0161enka refuses to yield<\/h2>\n\n\n\n

Lithuanian authorities expect the closure to force officials in Minsk to consider what matters more: revenues from cigarette smuggling or losses from disrupted cross-border traffic.<\/p>\n\n\n\n

Alaksandar \u0141uka\u0161enka never wants to be seen as someone who caved under pressure.<\/p>\n\n\n\n

For instance, he made no concessions to Poland when it closed its border in September, citing security threats from Belarus. Warsaw demanded that he crack down on irregular migration and release Polish minority activist Andrzej Poczobut (Andrej Pa\u010dobut), but he refused.<\/p>\n\n\n\n

Speaking at the III Minsk International Conference on Eurasian Security on October 28, \u0141uka\u0161enka denounced Lithuania\u2019s move as \u201ccrazy gamble.\u201d<\/p>\n\n\n\n

He added that Lithuanian officials had demanded Minsk apologize for launching balloons into their territory. \u201cYou know, one should always apologize if one is guilty. And if they prove that we are to blame, we will be ready to discuss it publicly and certainly apologize,\u201d the Belarusian ruler said.<\/p>\n\n\n\n

He advised Lithuania to handle the matter domestically: \u201cIf small balloons carrying cigarettes or something else are flying there, I believe the problem should be solved within their territory. Because they don\u2019t just fly to nowhere. Someone receives them and someone profits. They need to identify and root out these schemes.\u201d<\/p>\n\n\n\n

The closure is a double-edged sword, as it also affects Lithuanian transport companies and other businesses.<\/p>\n\n\n\n

When Poland closed its border with Belarus, Warsaw hoped that China would pressure \u0141uka\u0161enka\u2014but that expectation was only partly fulfilled. Vilnius can hardly count on Beijing to intervene now.<\/p>\n\n\n\n

Moscow\u2019s interests at stake<\/h2>\n\n\n\n

Naus\u0117da proposed a long-term border closure along with possible restrictions on transit to Russia\u2019s Kaliningrad exclave.<\/p>\n\n\n\n

Such restrictions would touch Moscow\u2019s interests directly. In 2022, Vilnius banned the transit of sanctioned goods\u2014including ferrous metals and cement\u2014to and from Kaliningrad. Moscow protested, prompting the European Union to compromise by limiting the ban to road transport but allowing rail shipments to continue.<\/p>\n\n\n\n

It remains unclear what restrictions Naus\u0117da has in mind, but the move could further strain relations with Russia.<\/p>\n\n\n\n

Belarusian state media have already begun promoting the narrative that Lithuania is isolating Belarus to pave the way for NATO\u2019s alleged annexation of the Kaliningrad region.<\/p>\n\n\n\n

Cichano\u016dskaja opposes passenger traffic restrictions<\/h2>\n\n\n\n

Lithuania\u2019s border closure will have fewer economic consequences for Belarus than Poland\u2019s did, as the Polish decision had a greater impact on Chinese trade routes.<\/p>\n\n\n\n

Lithuanians have shown a willingness to maintain tough measures against the \u0141uka\u0161enka regime despite economic costs.<\/p>\n\n\n\n

The crisis will, however, affect travelers and truckers, who now face long queues at border checkpoints.<\/p>\n\n\n\n

Pro-democracy leader \u015aviat\u0142ana Cichano\u016dskaja appealed to Vilnius not to restrict cross-border passenger traffic, but her plea is unlikely to be heard amid the escalating dispute.<\/p>\n\n\n\n
