Belarus has threatened “retaliatory” and “asymmetric” measures after Latvia closed the only functioning border checkpoint between the two countries last week. Latvia\u2019s interior ministry is now proposing to close the Patarnieki checkpoint to both individuals and trucks indefinitely, arguing that irregular migration from Belarus poses a threat to national security.<\/strong><\/p>\n\n\n\n

Surge in irregular migration<\/h2>\n\n\n\n

Latvia has been the primary target of irregular migration via Belarus this year, accounting for 86.9 percent of the 9,060 crossing attempts reported by Latvia, Lithuania and Poland.<\/p>\n\n\n\n

Poland, which had previously borne the brunt of the migration pressure, managed to ease it by making a significant concession to Minsk: reopening two border crossings on November 17. In return, Belarus released prominent journalist and Polish minority activist Andrej Pa\u010dobut (Andrzej Poczobut) in late April.<\/p>\n\n\n\n

Observers assumed that China\u2019s interest in maintaining smooth transit through Belarus and Poland also played a role in the deal.<\/p>\n\n\n\n

The shift in migration pressure from Poland to Latvia has been so pronounced that many observers concluded Minsk directs migration flows, possibly with guidance from Moscow.<\/p>\n\n\n\n

Clearly, Latvia, a much smaller country than Poland, is struggling to control its border. It has received assistance from Lithuania and Estonia.<\/p>\n\n\n\n

In July, Latvia\u2019s border chief, Guntis Puj\u0101ts, appealed for greater support from the National Armed Forces.<\/p>\n\n\n\n

“Technical reasons” just an excuse<\/h2>\n\n\n\n

Latvia closed the Patarnieki-Hryhora\u016d\u0161\u010dyna checkpoint on August 1, citing “technical reasons” reportedly related to a computer system failure.<\/p>\n\n\n\n

That, however, appeared to be little more than a pretext. One day before announcing the closure, Latvian Interior Minister J\u0101nis Dombrava warned Latvians against making travel plans to or from Belarus.<\/p>\n\n\n\n

In fact, Latvia appears to have taken the drastic step under growing pressure. Days after the closure, the interior ministry proposed shutting the Patarnieki checkpoint to both individuals and trucks indefinitely, arguing that irregular migration from Belarus poses a threat to national security.<\/p>\n\n\n\n

Possible asymmetric response<\/h2>\n\n\n\n

The warning of an “asymmetric response” appeared to refer to Lithuania’s closure of its remaining border checkpoints with Belarus in November 2025. Minsk retaliated by preventing more than 1,000 Lithuanian trucks from leaving Belarus.<\/p>\n\n\n\n

The trucks remained stranded for more than four months, with the authorities charging exorbitant parking fees.<\/p>\n\n\n\n

Vilnius eventually reopened the checkpoints without waiting for Minsk to meet its demands. It then took Lithuanian companies a long time to recover their vehicles from Belarus.<\/p>\n\n\n\n

Latvia may have fewer trucks in Belarus, but a similar measure would still likely inflict significant losses on Latvian trucking companies.<\/p>\n\n\n\n

Some companies have already condemned the border closure and complained about the losses it has caused. Belarusian propaganda has done its best to amplify their message.<\/p>\n\n\n\n

In Lithuania, protests by trucking companies eventually forced the government to reverse its decision.<\/p>\n\n\n\n

Fears of a “Latgalian people’s republic”<\/h2>\n\n\n\n

Riga took the drastic measure despite being aware of the possible consequences.<\/p>\n\n\n\n

It may have been acting preemptively in response to a threat far greater than irregular migration.<\/p>\n\n\n\n

There has been growing speculation that Russian President Vladimir Putin, bogged down in Ukraine, could target a NATO country in an attempt to discourage Europe from supporting Kyiv.<\/p>\n\n\n\n

Since Russia lacks the resources for a full-scale conventional war against NATO, it may instead intensify hybrid warfare. Analyst Ihar Ty\u0161kievi\u010d argues that Latvia is the weakest link on NATO’s eastern flank and therefore the most likely target.<\/p>\n\n\n\n

According to Ty\u0161kievi\u010d, Latvia has a sizeable Russian-speaking minority and political parties that allegedly promote its interests. Its geographical position also makes it harder for allies such as Poland and Finland to come to its aid quickly.<\/p>\n\n\n\n

He argues that it would take only a few sabotage groups to destabilize Latvia, noting that Russian propaganda has recently intensified its anti-Latvian rhetoric. This, he says, could be part of preparations for an operation culminating in the proclamation of a “Latgalian people’s republic.”<\/p>\n\n\n\n

Latgalia is a region in eastern Latvia bordering both Russia and Belarus with a large Russian-speaking population.<\/p>\n\n\n\n

Belarusian ruler follows Russia’s script<\/h2>\n\n\n\n

Most European analysts are skeptical that Russia would launch a full-scale invasion of a NATO member state, but they do not rule out the possibility of a limited military incident that would leave the alliance facing a difficult decision over whether to invoke Article 5.<\/p>\n\n\n\n

In July, Latvian President Edgars Rink\u0113vi\u010ds, citing intelligence assessments, warned that Russia could intensify subversive and hybrid operations against his country because of its lack of progress in Ukraine.<\/p>\n\n\n\n

In this context, Riga’s decision to close the border appears reasonable.<\/p>\n\n\n\n

However, Latvia has not closed the two remaining checkpoints on its border with Russia. Moreover, sabotage groups could also cross into Latvia through forests.<\/p>\n\n\n\n

The Belarusian ruler is certainly not eager to participate in Russia’s confrontation with NATO. But, as in 2022, when Russia launched its full-scale invasion of Ukraine, he has little choice.<\/p>\n\n\n\n

He remains heavily dependent on the aggressive empire for his political survival and is therefore compelled to follow Russia’s script.<\/p>\n\n\n\n
