The market relations that shaped in the early 1990s were dominated by US dollars that were used not only for savings but also as a measure of salaries, major purchases, apartments and cars.<\/p>\n\n\n\n<p>The reasons were quite obvious: the rubel was unstable, and inflation was high. The dollar ultimately became a familiar yardstick of economic stability, sometimes concealed behind the label \u201cconventional units.\u201d<\/p>\n\n\n\n<p>But its role has been shrinking as of late. Belarusians are less likely to automatically convert the cost of a vacation, a car or a square meter of housing into dollars. Accordingly, the Belarusian rubel is in a much stronger position than it was 20 years ago.<\/p>\n\n\n\n<p>But most people still have the habit of occasionally checking exchange rates at currency exchange booths. The exchange rate and people&#8217;s willingness to buy or, conversely, sell foreign currency remain an understandable indicator of public economic sentiment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Buying more, but selling even more<\/h2>\n\n\n\n<p>From January to August 2026, households bought $9.2 billion worth of foreign currency in cash and noncash transactions, measured in US dollar equivalents, and sold $10.8 billion. Net sales amounted to $1.61 billion.<\/p>\n\n\n\n<p>By comparison, net sales totaled around $1.02 billion in the same period of 2025, $880 million in 2024 and just $425 million in 2023. Over three years, households&#8217; net supply of foreign currency has nearly quadrupled.<\/p>\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/30364757\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/30364757\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n\n\n<p>It is not that Belarusians have simply begun getting rid of their foreign currency. Both sides of the market are growing. In the first eight months of this year, purchases increased by around 11 percent year-on-year, while sales rose by nearly 16 percent. The total volume of household currency transactions approached $20 billion, compared with $17.6 billion a year earlier.<\/p>\n\n\n\n<p>Belarusians are not just selling more. They are transacting much more with foreign currency in general. But sales are growing faster than purchases, so net inflows into the domestic market are increasing alongside overall turnover.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Online transactions on the rise<\/h2>\n\n\n\n<p>In recent years, households have been selling more foreign cash banknotes than they buy. But the opposite is true for online transactions: US dollar purchases still exceed sales.<\/p>\n\n\n\n<p>From January to August 2026, of the $9.15 billion worth of foreign currency purchased by households, around $6.1 billion was in cash. Of the $10.76 billion sold, $8.2 billion was in cash. Cash accounted for roughly two-thirds of purchases but more than three-quarters of sales.<\/p>\n\n\n\n<p>Net sales in the cash market amounted to $2.13 billion. The online segment absorbed part of this flow: there, households bought $523 million more than they sold.<\/p>\n\n\n\n<p>This pattern of behavior is remarkably stable. Belarusians have not suddenly become much more willing to part with their banknotes. The market has simply grown.<\/p>\n\n\n\n<p>The traditional bias toward online purchases has been gradually narrowing. From January to August, net purchases of foreign currency online amounted to $919 million in 2023, $732 million in 2024, $727 million in 2025 and just $523 million this year.<\/p>\n\n\n\n<p>This suggests that the countervailing demand that previously absorbed a significant share of the cash currency supply is gradually weakening.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Exchange rates or changing behavior?<\/h2>\n\n\n\n<p>This raises an obvious question: have Belarusians genuinely started selling more foreign currency, or are we largely seeing an exchange-rate effect?<\/p>\n\n\n\n<p>There is certainly an exchange-rate effect. Some transactions involve the Russian ruble, while the National Bank of Belarus reports its statistics in US dollar equivalents. When the Russian ruble strengthens against the dollar, the same volume of Russian rubles sold automatically translates into a larger dollar amount in the statistics.<\/p>\n\n\n\n<p>Thus, part of the increase in turnover in 2026 reflects currency conversion.<\/p>\n\n\n\n<p>But exchange rates alone cannot explain what is happening. The balance between purchases and sales is also changing: for every dollar purchased, an increasingly larger amount of foreign currency is sold. This is particularly noticeable online, where sales are growing significantly faster than purchases.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where is all that money coming from?<\/h2>\n\n\n\n<p>It is much harder to answer the question of where households are getting so much foreign currency.<\/p>\n\n\n\n<p>Some of it may come from past savings, some from foreign-currency deposits and current accounts. Other possible sources include income earned by people working abroad, remittances to relatives, remote work for foreign clients, or money belonging to people who effectively live between two countries.<\/p>\n\n\n\n<p>But turning this explanation into a definitive answer would be too simplistic. The statistics do not allow us to trace the origins of the billions sold by households or distinguish between old savings and new income earned abroad.<\/p>\n\n\n\n<p>Nevertheless, Belarusians living abroad can remain closely connected to their country\u2019s economy. They can return to Belarus or send cash to their relatives. Money follows people, sometimes even in the opposite direction.<\/p>\n\n\n\n<p>There is a certain irony in this. The departure of a significant portion of the population undoubtedly results in losses for the domestic labor market and human capital. Yet those same people may support relatives, pay expenses in Belarus, hold property there and bring back some of the money they earned abroad.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How the economy benefits<\/h2>\n\n\n\n<p>The impact of this behavior on the domestic currency market is quite clear. Households, together with foreigners, act as suppliers of foreign currency to local businesses.<\/p>\n\n\n\n<p>From January to August, businesses bought approximately $895 million more in foreign currency than they sold. Households, by contrast, sold $1.61 billion more than they bought, while foreign-owned companies contributed another $992 million in net supply.<\/p>\n\n\n\n<p>This configuration makes the market more stable. Businesses&#8217; foreign-currency needs are met without a supply shortage, while the surplus gives the National Bank of Belarus the opportunity to replenish the foreign-currency component of its reserves.<\/p>\n\n\n\n<p>It is too early, however, to call this arrangement sustainable. It is affected by the Russian ruble&#8217;s exchange rate, household incomes, Belarusians&#8217; mobility, customs and border restrictions, and the broader uncertainty in the region. A change in any of these factors could quickly reshape the flows.<\/p>\n\n\n\n<p>This creates an interesting paradox. The dollar as a conventional unit of measurement no longer plays the same role in Belarusians&#8217; everyday lives as it did 20 or even 10 years ago. But that has not made households&#8217; behavior in the currency market any less important to the state. If anything, the opposite is true.<\/p>\n\n\n\n<p>The stability of the domestic market increasingly depends on how much foreign currency citizens buy and how much they sell: whether businesses can meet their demand for foreign currency without undue pressure and whether the National Bank can replenish reserves without destabilizing the exchange rate.<\/p>\n\n\n\n<p>It turns out that even when living outside the country, Belarusians remain part of its economy. The dollar&#8217;s importance to individual citizens may be gradually declining. But the importance of Belarusians themselves, including those who live and earn money abroad, to the stability of the national economy&#8217;s currency market appears to be growing.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>From January to August, Belarusian households were net sellers of foreign currency, selling $1.6 billion more than they bought.
